In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions, Transportation Clerk and Assistant Series 2102.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of an extensive body of transportation rules, procedures or operations governing entitlements and documentation requirements for vehicle usage to perform a wide variety of interrelated or nonstandard procedural assignments and resolve a wide range of problems pertaining to the fleet management function. Knowledge of transportation requirements of the organization to evaluate day-to-day operations to ensure efficient and economical use of fleet services. Knowledge of transportation instructions and regulations that relate to the usage and maintenance of vehicles such as tractors, forklifts, stake trucks, pickups, tractor-trailer, and "fifth wheel" traders. Knowledge of transportation requirements for oversized, heavy haul, hazardous, and security risk items. Knowledge of Logistics readiness policies, procedures and regulations issued by the Department of Defense (DOD), United States Air Force (USAF), and Major Command (MAJCOM) to ensure that a variety of logistics plans and programs conform to the requirements, guidelines and overall effectiveness of the unit mission.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of the full range of transportation operations as related vehicle fleet operations and maintenance.
- Knowledge of the instructions, regulations, directives, and local operating procedures concerning transportation vehicle fleet management.
- Ability to analyze, correlate, and evaluate transportation data for input into automated data systems.
- Skills in conducting interviews with customers, employees, law enforcement officers, contractors, and project engineers to obtain information about requirements, incidents or accidents involving equipment and vehicles.
- Ability to be certified with Commercial Driver's License (CDL).
- Ability to become certified to operate vehicles up to 60,000 pounds gross vehicle weight. Knowledge of traffic and safety regulations, practices, and procedures pertaining to motor vehicles. Skill in operating one or more electric or diesel-powered forklifts up to 10,000 pounds. Ability to judge road/traffic conditions and read maps to determine the shortest and safest route. Ability to interpret instructions, specifications, and manuals for preventative maintenance related to motor vehicle, forklift, and power take-off equipment and preventative maintenance. Ability to communicate effectively, both orally and in writing. Knowledge of the requirements of regulations and contract terms, of safety provisions, to motor and report on compliance. Knowledge of Logistics readiness policies, procedures and regulations issued by the Department of Defense (DOD), United States Air Force (USAF), and Major Command (MAJCOM) to ensure that a variety of logistics plans and programs conform to the requirements, guidelines and overall effectiveness of the unit mission. Ability and dexterity to use keyboard to input information (Does not require qualified typist). Knowledge of Air and Space Expeditionary Force (AEF) reporting requirements and Status of Resources and Training Systems (SORTS) reporting requirements. Must be able to obtain a SECRET security clearance.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
