Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business & Technical Management Career Path (AcqDemo only) of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position serves as Test and Evaluation Manager within the Project Manager Dist. Comm Grade System-Army, located in Aberdeen Proving Ground, MD.

Duties

  • Direct, manage, coordinate, review, and provide expert technical advice relative to the overall test and evaluation, human system integration, and software quality efforts.
  • Serve as the component expert and represent the Command in leading a multi-disciplinary and interagency Government test team consisting of senior representatives.
  • Lead the development of the Test and Evaluation Master Plans (TEMP).
  • Provide input to other acquisition documents including operational requirements documents, performance specifications, statements of work, cost estimates and schedules.
  • Oversee the coordination and synchronization of all test and evaluation efforts including Contractor Test (CT), Developmental Test (DT), and Operational Tests (OT).
  • Develop recommendations for issues and resolutions of issues to be addressed in test, software quality, and Human Systems Integration plans.
  • Develop and assure implementation of, corrective actions, and changes to reflect new requirements and test technologies.
  • Perform the full range of administrative and technical supervisory duties.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level Practitioner in the Acquisition Career Field Test and Evaluation within 60 months of entrance on duty.
  • Business travel required up to 25% of the time.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • One-year supervisory probationary period may be required.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
  • One-year probationary period may be required.

Specialized Experience: One year of specialized experience is defined as: 1) Develops test and evaluation strategies for an acquisition program with oversight by Director, Operational Test and Evaluation (DOT&E); 2) Provides technical advice to acquisition programs regarding test and evaluation and human system integration; and 3) Implements Test and Evaluation strategies on software intensive programs.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.
