Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. This position may be filled at either the entry developmental grade level of GG-09 or at the full performance grade level of GG-12.

Duties

  • At the full performance level, you will:
  • Serve as the Target Full Performance Military Intelligence (MI) Proponent lead for student planning and programming student training throughput and training resources for Institutional Training
  • Lead the effort for the Department of the Army Structured Manning Decision Review (SMDR), and the Training Resources Arbitration Panel (TRAP) process for the proponent.
  • Review all Training Requirements Analysis System (TRAS) documents for submission to TRADOC HQ.
  • Research and analyze short- and long-range program input to training requirements for Career Management Fields (CMF) encompassing Military Intelligence occupational specialties.
  • Plan, program, schedule and coordinate all matters pertaining to academic training management, scheduling, monitoring and reporting the status and conduct of resident training courses.
  • Conduct by-course review of SMDR administrative and summary data. Brief senior leaders on SMDR expectations during SMDR, and planning and outcomes after SMDR.
  • Review constraint papers provided by training units and produces Center-level constraint papers and summaries. Participate in the annual SMDR. Coordinate post-SMDR due out responses. Direct and manage all formal TRAP actions.
  • Coordinate all TRAP actions from TRADOC to USAICoE with stakeholders across the installation and assist subordinate organizations with the TRAP process.
  • Manage and track MI TRAS actions. Review TRAS document resource entries (facilities, personnel, equipment, etc.) in Training Development Capability (TDC). Train personnel on how to review and process TRAS actions.
  • Reviews ATRRS quarterly to identify trends such as quota management, quota utilization, and quota increases or decreases associated with a TRAP or out-of-cycle submissions.
  • Conduct programming/schedule reviews for Proponent courses. Coordinate with the Directorate of Training and Doctrine (DOTD), Reserve Forces Office, and Training Units when trends or out-of-cycle actions are identified or required.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.

You will receive credit for all qualifying experience, including volunteer experience. GG-09: To qualify, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that demonstrates a practical knowledge of training program assistance as demonstrated by using automated training systems to extract data and using that data to conduct statistical data analysis; performing a wide variety of special and recurring training support and administrative related actions, ensuring that administrative requirements are met; and, forecasting student inbound and outbound populations and throughput for Military Intelligence related training. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-07).

OR

Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Education, Guidance Counseling, Adult Education, Teaching and Learning, etc. (Note: You must attach a copy of your transcripts.)

OR

A combination of education and experience. Possession of some of the specialized experience as described above, but less than one year; and completion of at least of one year of graduate education as described in above, but less than the required two years. Total of the computed percentages is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.).GG-12: To qualify, your resume must describe at least one year of experience which prepared you to do the work in this job.

GG-12: Specialized experience is defined as experience that demonstrates a practical knowledge of Military Intelligence training program administration as demonstrated by experience planning and programming student training throughput and training resources for Institutional Training; assisting with the Department of the Army Structured Manning Decision Review (SMDR) for the organization and the Training Resources Arbitration Panel (TRAP) process for the proponent; and, reviewing Training Requirements Analysis System (TRAS) documents for submission to HQ. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11).
