This National Guard position is for a AIR OPERATIONS OFFICER (PILOT/NAVIGATOR) (TITLE 32), Position Description Number D0307000 and is part of the IL 126, National Guard.

Duties
As a AIR OPERATIONS OFFICER (PILOT/NAVIGATOR) (TITLE 32), GS-2101-14, you will plan, organize and supervise all unit flying operations programs required by Air Force, Major Command, and ANS regulations. In addition to supervisory responsibility, this position is a rated aircrew member on flying status involved in the piloting or navigation of unit-equipped (UE) aircraft.
Major Duties - This is NOT an all-inclusive list:
- Plan work to be accomplished by the organization which consists of about 15 or more full-time subordinates engaged in technical and administrative work.
- Assign work to subordinate Units based on priorities, selective consideration of difficulty and requirements of assignments, and the capabilities of employees.
- Give advice, counsel, or instruction to supervisors and subordinate employees on both general policy and administrative matters.
- Oversee all unit flight and ground training of assigned/attached flying personnel.
- Hear and resolve group grievances and serious employee complaints not resolved at a lower level.
- Review serious disciplinary cases and disciplinary problems involving key employees and determines required action.
- Act as a key advisor on the Commander's staff to coordinate unit flying operations with other ANG flying units and outside agencies, e.g. the Federal Aviation Administration (FAA), civilian airport authorities, etc., and with unit maintenance resources and support areas.
- Develop and direct the unit flying hour program in coordination with higher headquarters to meet approved higher headquarters flying hour allocations.
- Review, accept, amend or reject work which has been reviewed by subordinate supervisors.
- Oversee all unit operations activities, both in the air and on the ground, which based on unit mission and equipment, may include any of the following Air Operation6 program support functional areas: Training, Standardization and Evaluation, Tactics. Scheduling, Plans, Command Post, Intelligence, Life Support, Flying Operations and Flight Management.
- Develop long-range training and deployment plans for the unit to meet training goals, higher headquarters Inspection schedules and overseas deployment requirements.
- Direct the development of unit training goals and long-range advanced planning to include facility/equipment modernization, improvement or replacement develops detailed plans or accomplishment oi these training goals and advanced plans.

Qualifications
AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence,
- The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
- The SECOND area of consideration will be all current Federal Employees.
- The THIRD area of consideration will be all Federal re-employment eligible.
- The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
- The FIFTH area of consideration will U.S. Citizens.
Military Grades: Officer - Minimum Rank of O6
GENERAL EXPERIENCE: MUST possess the experience, education, or training interpreting, explaining, and/or applying a variety of regulations and procedures; experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-14 Level MUST possess at least 36 months experience, education, or training routine and non-routine preflight, in-flight, post-flight, ground or command and control (C2) duties according to specific transportation functions; receive, interpret, extract, and disseminate relevant data for mission planning or execution: experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems.
SPECIALIZED EXPERIENCE: MUST possess experience which included responsibility for the supervision and management of personnel: experience in managing the function of the work to be performed: experience which includes leading, directing and assigning work of personnel.
One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.
