Summary
If selected, you will serve as an Animal Care Inspector, for Animal Care's Animal Welfare Operations, responsible for assisting with technical inspections and documenting violations of the Horse Protection Act (HPA), 9 CFR Subchapter A Part 11, as assigned.
Duties
- The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
- The duties may include, but are not limited to:
- Documents non-compliant items with the use of digital cameras and video equipment at horse shows, exhibitions, and auctions.
- Collects, labels, secures, and ships prohibited substance samples obtained at horse shows and auctions, to the assigned lab.
- Scans all horse class and pre-entry sheets, and shows bills and other necessary documents at shows.
- Completes HPA Nightly Reports and other reports as directed.
- Operates technologies such as the IRIS EyeD Scanner, pulling registration data from IPEDs and uploading pertinent data into the IRIS Scanner, assisting with digital radiography and other technologies.
- Assists with the enforcement of the HPA at inspections, including providing testimony at legal proceedings, when requested.
- Prepares and presents training on subjects applicable to Animal Care Inspectors for all newly hired ACIs.

- The duties of this position will be performed out of a home office. The selectee must be able to provide for and establish a suitable, virtual home office, with reliable internet connectivity.
- Selectee must be available to work and travel on Thursdays through Sundays, as needed, at least twice a month.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-7 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-6 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Experience with veterinary arts and sciences as they pertain to the Horse Protection Act.
- Experience using technological equipment such as a digital cameras and video equipment to photograph, videotape, and document non-compliant items.
- Experience leading an employee or team of employees in an inspection setting to include preparing assignments for inspections, delegating work projects, and providing timely performance feedback to employees.
- Experience interacting cooperatively and persuasively with coworkers, peers, regulated entities, and others;
OR
1 full year graduate education: animal breeding, animal genetics, animal health, animal nutrition, animal physiology, animal products, animal reproduction, animal science, animal toxicology, animal welfare, wildlife and fisheries sciences or related.
Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-7 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
