Position Title: Associate Director OPE
This is a full-time Virtual/Remote JDA until the end of the detail.

Duties
The position serves as an Associate Director in the Non-Governmental Organizations (NGO) Office at OPE. NGO fosters community engagement across the U.S. Department of Homeland Security (DHS)'s mission space, with special emphasis on engaging faith-based communities and organizations, immigration advocacy groups and service providers, LGBTQIA, AANHPI and other community groups in order to build trust, share resources, and establish a routine process for collaboration. NGO facilitates the Faith-Based Security Advisory Council (FBSAC) and this position would serve as an Alternate Designated Federal Officer (ADFO) for that body.
MAJOR DUTIES AND RESPONSIBILITIES
- Serves as an Associate Director and provides management and oversight of NGO programs, communications, and stakeholder relationships. Serves as a focal point for reporting program and project-specific information to both internal and external customers. Works with senior management to define goals and objectives to improve and leverage relationships with NGO stakeholders.
- Identifies the impact of NGO operations and activities on stakeholder groups and works to resolve their concerns regarding policies and programs.
- Builds and maintains relationships with stakeholder groups for continued engagement with NGO. Responds to questions and issues raised from external entities, both orally and in writing. Identifies and evaluates major programmatic issues that may require mitigation and planning and develop proposals and recommendations to address them.
- Analyzes established policies and procedures affecting NGO activities. Develops technical and policy papers, speeches, reports, testimony, and various types of correspondence regarding NGO issues. Drafts briefing memos, talking points, and other materials to support NGO, OPE, and Department leadership.
- Continually fosters effective and harmonious working relationships with other DHS headquarters offices, components and the interagency for the purposes of sharing and gathering pertinent information to advance and improve NGO capabilities and effectiveness.

· Providing verbal presentations to a variety of internal and external groups
· Writing and editing a variety of materials for a range of audiences
· Research, data, and analytical techniques
· Well-organized and able to multi-task on a variety of projects.
Although this position is located in Washington D.C., it is a virtual assignment with a flexible start and end date and the ability to extend up to one additional year.
