Summary
Joining the United States Secret Service, Office of the Chief Counsel will allow you to provide legal opinions, advice, and representation to and on behalf of the Secret Service and its protective, investigative and administrative programs and activities. Responsibilities
The U.S. Secret Service is seeking retired (CSRS/FERS) individuals to support our integrated mission and immediately impart their knowledge and experience to the current workforce. If re-employed under a Dual Compensation Hiring Authority with an OPM approved salary off-set waiver granted to the Secret Service, annuitants are able to earn their full salary and their full annuity without penalty.

The selectee will serve as an Attorney-Advisor in the Office of the Chief Counsel. Typical work assignments include:
- Providing legal services and legal advice, counsel, guidance, interpretation, opinions, and assistance on a wide range of legal and policy matters relating to the obligation and expenditure of appropriated funds; reprogramming and transfer of funds; financial transactions, agreements, and arrangements; and other fiscal activities.
- Participating in the budget process, including by reviewing budget and legislative proposals; recommending proposals and amendments to Secret Service authorizing and appropriations legislation; drafting proposals; and coordinating and justifying the proposals to the Department of Homeland Security, Office of Management and Budget, and Congressional appropriations committees.
- Performing legal research and providing oral and written legal advice, counsel, and opinions in regard to the laws, regulations, court decisions, and other precedents bearing on the legal issues involving or impacting Secret Service protective, investigative, and administrative responsibilities.
- Drafting and reviewing legal documents including litigation reports, motions, briefs, charges, pleadings, discovery requests and responses, internal and external correspondence, legislative language, Department and Agency policy, memorandums, and contractual agreements.
- Conducting training in various areas of the law impacting the Secret Service’s mission.
- Providing legal services and legal advice, counsel, guidance, interpretation, opinions, and assistance on a wide range of legal and policy matters relating to general and administrative law and Secret Service operations.

Qualifications
Basic Qualification:
You must demonstrate at least one (1) year of the defined Specialized Experience and meet the Office of Personnel Management (OPM) Individual Occupational Requirements (IOR).
Specialized Experience
- Applicants must be a graduate of a law school accredited by the American Bar Association; and an active member in good standing of the bar of a state, territory of the United States, the District of Columbia or the Commonwealth of Puerto Rico.
- Applicants must have experience in providing legal counsel concerning the full range of laws, regulations, policies, and practice applicable to fiscal law and administrative law.
- Applicant must have demonstrated superior writing, editing, and oral communication skills.
