This is a permanent appointment in the excepted service and will be filled on a full-time permanent basis.
As an Attorney-Advisor (Open Continuous) GS 0905 13/14/15, your typical work assignments may include the following under supervision:
As an Attorney Advisor you will:
- Review solicitation packages, statements of work, contract specifications, and other contract documents for clarity and legal sufficiency.
- Participate as counsel on source selections; provide oral and written advice on pre-award procurement issues such as the adequacy of solicitations sole source awards, mistake in bids, agency protests, and bid protests filed before the Government Accountability Office (GAO) and the U.S. Court of Federal Claims.
- Represent DHS in contract appeals filed before the Civilian Board of Contract Appeals (CBCA), and assist the Department of Justice when appeals are filed before the United States Court of Federal Claims or the Court of Appeals for the Federal Circuit.
- Research and analyze applicable laws and regulations, provide interpretations of those laws and regulations to the DHS General Counsel and other DHS officials.
Occasional travel - You may be expected to travel for this position.

1. The first professional law degree (LL.B. or JD); or
2. The second professional law degree (LL.M.) AND
3. Specialized professional legal experience in excess of two years that is commensurate with the duties and responsibilities of the position or two years of judicial clerkship.
GS-14 or GS-15:
1. The first professional law degree (LL.B. or JD); or
2. The second professional law degree (LL.M.) AND
3. Specialized professional legal experience in excess of three (3) years that is commensurate with the duties and responsibilities of the position. The quality of the individual's background may be evidenced by the relatedness of his or her specialization.
The Office of the General Counsel (OGC) will evaluate eligible candidates based on the following criteria:
OGC will rate qualified applicants by comparing each candidate's qualifications to those pertinent to the position. OGC will consider relevant skills and experience, education and training, performance, and awards. The skills and experience listed immediately below are of particular importance to the position, and applicants should provide specific detailed information in these areas, where applicable, as part of their application.
Specialized experience defined as experience providing legal advice and support on matters related to federal acquisition and procurement issues and/or experience providing legal advice and support on matters related to cyber-security, acquisition, and procurement issues.
Substitution of education in lieu of specialized experience may not be used for this grade level.

In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:
Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service.

Permanent Change of Duty Station (PCS) Expenses will not be paid.

How You Will Be Evaluated

1. Ability to conduct legal research in order to provide oral and written advice on all pre-award procurement matters such as solicitation packages, statements of work, contract specifications, source selections, and bid protest litigation.
2. Skills dealing with complex legal issues, with particular emphasis on federal acquisition and procurement law issues and/or cybersecurity acquisition and procurement law issues.
3. Ability to conduct legal research in order to provide oral and written advice on all post-award contract matters such as contract modifications, terminations and cancellations.
4. Ability to apply federal government acquisition and procurement laws, including policies, procedures and regulations and/or cybersecurity acquisition and procurement laws.
5. Ability to engage with senior level officials, whether within the Executive Branch, the Congress, or the private sector.
