THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0561-07 BUDGET TECHNICIAN (TITLE 32), Position Description Number D0882000 in SPMD 2840 and is part of the MO HHC 35th Combat Aviation Brigade.
APPOINTMENT FACTORS: This is an Indefinite Excepted Service position. This is a bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

WHO MAY APPLY: All qualified Missouri traditional guard members and those eligible for enlistment, appointment or transfer into the Missouri Army National Guard.
Duties
- Develops and recommends procedures, objectives and processes pertaining to preparation and execution of the organizational budget.
- Ensures timely submission of budget estimates by staff officials.
- Reviews and consolidates budget estimates, taking into account issues, problems and conflicts within the budget program.
- Persuades officials to revise estimates that do not confirm to established guidelines or requirements.
- Maintains an accurate record of incoming and outgoing funds.
- Provides ongoing analysis and evaluation of budget status to ensure funding variations and knowledge of organizational requirements.
- Prepares and updates status reports.
- Reviews, edits and ensures accuracy of reports prior to release to management officials.
- Ensures management officials and budget committee is provided current program status.
- Provides information and guidance on procedures, forms and documentation to support budget estimates.
- Performs other duties as assigned.
Conditions of Employment
- Management has the right to convert this position to permanent status without re-advertising.
- Employment can be terminated with a 30 day notice.
- In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

Qualifications
MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment.
Minimum Military Grade - SFC (E-7)
Enlisted - CMF 36; MOS 92A, 92Y, or 92Z
Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor (grade inversion).
GENERAL EXPERIENCE: Must possess a validated understanding of the basic principles and concepts of the budgetary process. Must possess skill in collecting and analyzing data effectively, efficiently, and accurately; clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; write English in reports and presentation formats; communicate clearly and effectively; present formal training presentations and briefings; and skill in applying procedures and directives by reading and interpreting technical material.
GS-07 SPECIALIZED EXPERIENCE: Must possess at least 6 months of specialized experience in basic finance budget training or competencies (skills, knowledge, abilities, and behaviors) that provided you with knowledge of financial principles and procedures; and possess understanding of the basic principles and concepts of government financial budget business program requirements. The specialized experience must also demonstrates the ability to verify the accuracy of codes, amounts or similar data in numeric form against related documents; interpret and apply regulations and directives, and to provide information orally and in writing.
Must complete Financial Management Certification Level One within 24 months of initial assignment/appointment. Failure to complete within the prescribed timeline may be cause for termination.

Education Requirements: Must possess a high school diploma or general education development (GED) diploma.
If you are using Education to qualify for this position, you must possess an undergraduate level education with studies in one of or a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management OR completed an Army or Air Force Financial Technical School Course and were awarded the applicable and compatibility military skills.
You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
