U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. or U.S. Territory for three (3) or more continuous years immediately preceding the start of Federal affiliation.

Duties

  • Reviews command and installation budget guidance and DOD and Army regulations to extract legal and program specific budget and resource information to provide NAFI and activity managers technical budget and resource guidance and assistance.
  • Ensures the correct production of budgets and their execution. Reviews activity budgets for reasonableness and complementing actions; ensures all individual budgets are coordinated to support the NAFIs long range plans.
  • Reviews and analyzes financial reports to identify trends, working capital and the NAFI's financial position. Coordinates individual activity budgets, input to command budget estimate and cash budget into a into a single NAFI budget package.
  • Performs the full range of review and analysis of budget and actual results to develop evaluative, quantitative data and methods to assess program financial performance in terms of requirements, goals and objectives.
  • Monitors use of resources, identifies imbalances and recommends corrective actions.

Qualifications

Demonstrated work experience in the following areas:
1. Interpreting and assessing program financial performance using standard financial management systems.
2. Interpreting balance sheet and profit and loss statement results requiring the application of commercial budgeting techniques.
3. Experience in financial management operations.
4. Ability to deal tactfully and effectively with all levels of the organization/serviced organizational elements.
5. Understanding of the substantive nature of the Army's Morale, Welfare, and Recreation (MWR) and community and family support operating programs and their interrelationships and funding channels.


Highly Preferred Criteria - Resume must reflect experience in order to receive highly preferred preference. Eligible highly preferred applicants will be referred to management for first consideration.

1. Experience formulating NAF budgets and processed them in previous roles.
2. Experience with Federal Government systems such as SNACS, FMBS, SMRF, or OLRV for budget analysis.
3. Experience evaluating and examining data from multiple systems in a professional setting.
4. Advanced-level experience with Excel and PowerPoint.
5. Experience creating analysis-based reports in previous roles.
6. Experience using payroll systems.
