Job Description (Please follow all instructions carefully)

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as Port Engineer working in an office environment or at a repair facility as a special assistant to the Section Chief, filling in for Chief Engineers and Assistant Engineers aboard Floating Plant on a regular and recurring basis.

Duties

  • Serves as Port Engineer working in an office environment or at a repair facility as a special assistant to the Chief, filling in for Chief Engineers and Assistant Engineers aboard Floating Plant on a regular and recurring basis.
  • Serves as Technical Expert for Floating Plant maintenance, routinely serving as Chief Engineer aboard Plant to investigate mechanical problems and develop possible solutions with vessel officers.
  • Serves as Contracting Officer Representative on contracts for shipyard repairs, construction of replacement parts, and service contracts.
  • Compiles and submits recommendations for all mechanical and electrical overhauls and repairs required to keep the vessel in first-class operating condition.
  • Directs Marine Oiler and other personnel in Engine Department engaged in oiling, greasing, operating, and repairing machinery and equipment.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • TDY up to 90% may be required.
  • Must possess and maintain a valid civilian driver's license.
  • This job assignment is aboard a floating plant assigned to work in various inlets and connecting channels along the Atlantic and Gulf Coasts.
  • This position meets the criteria for random drug and alcohol testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218. Incumbent is required to sign a DA Form 7412
  • Must possess and maintain a valid U.S. Coast Guard license for Chief Engineer (limited-near coastal or higher) of Motor Vessels of 3,000 HP.
  • Must possess and maintain compliant with Standards of Training, Certification and Watchkeeping for Seafarers (STCW).
  • Must possess and maintain Transportation Worker Identification Credentials (TWIC).
  • Position requires a pre-employment and periodic physical examination and/or evaluation under the District Medical Surveillance Program and may require the use of personal protective clothing or equipment.
  • Living aboard vessels is a condition of employment, except for assignment to the CURRITUCK or MURDEN, which duty station is Wilmington, N.C.
  • The incumbent is responsible for their own transportation to and from their duty station. Crew members are responsible for reporting to their duty station at the scheduled reporting time.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports)
  • Tour of duty may be a rotating schedule or shift work schedule according to Wilmington District Policy.

Minimum Qualifications (Screen Out Element) XH-15: Ability to do the work of a Chief Engineer, Diesel without more than normal supervision. Ability to do the work of an Chief Engineer Diesel without more than normal supervision. Supervising and performing work in an engine department, aboard dredge and debris vessels utilizing my knowledge of the diesel, electric, mechanical, hydraulic and/or electronic equipment, systems, dredging equipment, and auxiliary plant and machinery, and the related knowledge and skill requirements to diagnose problems and malfunctions and lead and participate in the repair, replacement, and modification of such machinery, engines, and systems - Failure to meet this Screen out Element will result in an ineligible rating.
  • Incumbent is required to exert moderate to heavy physical effort in handling engine room equipment. Frequently lifts, carries, and sets up parts and equipment that weighs up to 40 pounds. Works from ladders, scaffolding, and platforms and where the part, equipment, or systems are in hard-to-reach places. Work requires the incumbent to stand, stoop, bend, kneel, crawl, climb and work in tiring and uncomfortable positions. Incumbent must posses color perception in order to perform troubleshooting and repair work on the full range of equipment.
  • Considerable muscular effort is required in making general and technical repairs, and in walking over plant decks and up and down stairways. Work is performed inside and outside, subjecting employee to various climatic conditions. Hazards encountered are burns, injury from moving machinery, electric shock, falls and slippery decks and possible drowning in case of accident. Must be able to pass through 18 inch man holes. May require the use of personal protective clothing or equipment.
