Summary

These remote positions serve as an expert engineer performing technical consultation, guidance, and leadership; reviewing; and engineering analysis with the Bureau of Indian Affairs, Central Office, Office of Trust Services, Duty Station TBD upon selection.

This is an Open Continuous Announcement to fill multiple vacancies utilizing the Direct-Hire Authority (5CFR 337.201). Category rating, veteran's preference, and traditional rating and ranking of applicants do NOT apply for this vacancy.

ALL U.S. CITIZENS. DIRECT HIRE AUTHORITY: These positions will be filled using Direct Hire Authority for this occupation. CTAP and ICTAP candidates in the local commuting area.

Duties

  • Serves as an expert engineer providing civil engineering consultation and advisement to senior leadership, program officials, and colleagues on engineering projects, analysis, recommendations, and study conclusions.
  • Develops engineering policies, technical guidelines and standards, and/or project or study objectives.
  • Provides technical reviews, peer reviews, and checking of designs, drawings, engineering analysis, and technical documents, specifications, and contract correspondence, ensuring documents are accurate and quality assurance processes were followed.
  • Plans, develops, directs, and prepares procedures, policies, and protocols for engineering studies and special projects that require advanced engineering analysis.
  • Develops/reviews engineering specification, Statement of Work and other design/construction documents for dam safety engineering activities, including risk analysis, risk mgmt., EAPs, EWS, security, design, construction, inspections, and evaluations.
  • Uses expert knowledge in technical areas related to dam safety to ensure compliance with Bureau, Departmental, and Federal design standards.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions, GS-0800, All Professional Engineering Positions)

Basic Requirements for All Professional Engineering Positions, GS-0800 Series:
1. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
2. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure--Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses--Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum--Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following:

GS-13: One year of specialized experience or the equivalent, comparable to at least the GS-12 in the Federal Service (obtained in either the public or private sector. Specialized experience includes expertise of the theories, principles, practices, and techniques of civil engineering as applied to Dam Safety including: risk analysis, risk management, EAPs, EWS, security, design, construction, inspections, and evaluations. Experience preparing and reviewing engineering specification documents, Statement of Work (SOW), Independent Government Cost Estimates (IGCE), and associated documents for award and administration of Task Orders and Contracts in support of dam safety engineering activities. Experience in the development, implementation, and oversight of guidelines for risk analysis, emergency management, and evaluation of existing dams. Experience in performing in-depth analysis of program weaknesses, identifying needed changes, and providing direction for change implementation. Experience working with personnel in Tribes, other bureaus/services in the Department, and with Federal and non-federal agencies regarding dam safety issues of common interest and making specific recommendations to achieve program goals.

SELECTIVE PLACEMENT FACTOR: This is a MANDATORY qualification prerequisites to qualify for this position. The applicant must have possessed the following to be considered eligible for this position:
  • Registration as a Professional Engineer (PE). Candidate must be currently registered as a professional engineer which has responsibility for making highly technical engineering decision for high hazard dams, power and irrigation structures which could affect the public safety of dam operators, irrigation workers, and nearby populations if the dams or structures fail to operate correctly. Engineering policy decisions for the Irrigation, Power, and Safety of Dams Programs involving public safety must be done or approved by a Registered Professional Engineer.
NOTE: Selective factors are knowledges, skills, abilities, or special qualifications that are in addition to the minimum requirements in a qualification standard, but are determined to be essential to perform the duties and responsibilities of the position. Applicants who do not meet the selective factor are ineligible for further consideration. You MUST provide a current copy of your Registration as a Professional Engineer (PE) documentation when submitting your application.

This position has been designated as an Incidental Operator under the Indian Affairs Motor Vehicle Safety Program and requires the incumbent to operate a motor vehicle in order to properly carry out his/her assigned duties but whose principal duties are not operating a motor vehicle and his/her position is not classified as a motor vehicle operator. The incumbent will be required initially and annually to acknowledge and certify possession of a valid state driver's license.
