Summary
This position is located within the USPFO at Camp Mabry in Austin, TX. The purpose of this position is for the GPC Coordinator to manage GPC Program (and card holders) ensuring compliance with contracting regulations, knowledge of GPC thresholds toto ensure successful, acquisition planning, contract award, contract performance management, and interpretation of contract law in order to provide the best, most efficient contracting strategies in support of the organization.

Duties
Contract Specialist
- Plans the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities. Analyzes difficult/controversial contracting issues, determines, recommends and/or implements course of action which may depart from previous approaches for long-term contract performance or short-term contracts with extremely stringent time frames.
- Oversees the procurement of a wide variety of services, supplies, construction and architect and engineering.
- Executes post-award contract performance management actions on assigned contracts.
- Serves as business advisor to a wide range of customers.
- May serve as the primary or alternate Government Purchase Card (GPC) Agency/Organization Program Coordinator.
- Performs other duties as assigned.

- The incumbent must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
- In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- The incumbent is required to pass the Contracting Officer Review Board (CORB) and hold a warrant.
- This Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- The applicant must possess or obtain a valid security clearance (Secret) within one year of appointment according to Army or Air Force Personnel Security Program Management Directives.

Specialized Experience Required
To qualify at the GS-12 level, in addition to meeting mandatory positive education requirement listed below, you must already have a Contracting Level II Certification AND Must have at least 12 months of broadening contracting experiences and competencies that provided an expanded expertise in contracting principles and procedures to include the following tasks: Developing and Negotiating Positions, Advanced Cost/Price Analysis, Contract Termination, and Procurement Policies.
NOTE: If the GS-12 position also requires Level Three Certification based on the complexity of the contracts, as a condition of continued employment in the position, the employee must complete the Level Three Certification within 24 months of appointment to the GS-1102- 12 non-supervisory position.
