Duties
- Resolving complicated issues concerning major construction projects and administering construction contracts. Construction features include dormitories, barracks, dining halls, hangers, and vehicle maintenance facilities.
- Ensures that all materials are in compliance with plans and specifications and approve shop drawings. Supervise work layout and inspect all work in progress.
- Authorizes changes to coordinate with Contractor personnel or Resident Engineer. Conduct quality control operations to produce work conformance. Review safety plans and advise resident engineer of recommendations.
- Provides input for monthly updates and change orders.
- Makes recommendations concerning contract requirements and request for proposals. Inspect safety precautions and suggest remedial measures as required.

- SECURITY CLEARANCE - This position has been designated as non-critical sensitive as defined in DoD 5200.2-R. The incumbent is required to possess or obtain, and maintain for the duration of employment, a Secret security clearance.
- EMERGENCY ESSENTIAL - The incumbent is required to perform the duties and requirements of the position in the event of a crisis until relieved by proper authority. Essential Position Agreement, DD Form 2365, must be completed prior to deployment.
- IMMUNIZATION SCREENING - This position requires immunization with the complete Anthrax vaccination series and subsequent annual boosters.
- MEDICAL EXAMINATION - This position requires you to satisfactorily complete a medical examination for deployment.
- PASSPORT and VISA - This position requires the incumbent to possess or obtain and maintain an official US passport and VISA as applicable based on duty location.
- WORK SCHEDULE - This position may entail extended work shifts that last 12-16 hours a day. Lack of sleep may occur due to long working hours.
- LIVING CONDITIONS - The incumbent's living conditions range from having all basic amenities such as including utilities like: light, power, water, and refrigeration; to having none of these amenities.
Qualifications
NOTE: This position will have an initial cut-off for referral 2 weeks from date announcement opens; applicants who apply on or before the cut-off date of 24 Jan 2023 will be considered first. Applications will be reviewed and referred for selection as vacancies occur within the organization.

In order to qualify, you must meet the experience requirements described below. To qualify for the GS-12 based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience to manage and monitor military construction projects in an oversea area; inspect materials and workmanship assuring adherence to safety practices; observe and investigate all construction phases to ensure compliance with contract schedules and specifications for various construction contracts; prepares briefings, status reports, and correspondence to ensure understanding and acceptance of findings and recommendations.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
