    This position is located with the Department of Health and Human Services (HHS), Food and Drug Administration (FDA), Office of Global Policy and Strategy (OGPS) which plan, direct, manage, and coordinate a comprehensive international program for the Food and Drug Administration (FDA). OGPS work with governments, industry and academia in foreign countries, as well as with multilateral organizations, to help assure that food and medical products exported to the United States meet U.S. standards.

    Qualifications
    The position of Consumer Safety Officer (Open Continuous) falls within the 0696 occupational series. To qualify for this position at grade GS-12, you must meet Time-in-Grade requirements by 11:59 pm EST on 06/14/2021.

    This position has a positive education requirement:

    You must have A bachelor's or graduate/higher level degree in quality assurance or a related degree that included at least 30 semester hours in one or a combination of the following: consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work. The 30 semester hours may include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming.

    OR-

    A combination of education and experience--courses consisting of at least 30 semester hours in the fields of study described in paragraph A above, plus appropriate experience or additional education.

    Specialized ExperienceGS-12:

    One year of specialized experience, equivalent to the GS-11 grade level in the Federal service to include experience in conducting foreign inspection/investigations of regulated commodities and regulated products, plan, direct, manage, and coordinate a comprehensive international program and to assure that food and medical products exported to the United States meet U.S. standards.

    Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

    In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

    *TYPE OF POSITION*:This position is temporary/term and does not provide permanent placement upon completion or termination of the overseas assignment. A Statement of Understanding is required to be signed by the selected candidate indicating they understand the terms and conditions of this temporary/term appointment. NOTE: Current permanent civilian FDA employees selected for temporary overseas assignments will be given a return assignment to their permanent position, title, series and grade (or a comparable one within the commuting distance, i.e., 50-mile radius), once the appointment is completed. All other candidates, including current permanent Federal civilian employees, DO NOT have return rights to a position within FDA. "This position will be located in Beijing, China and New Delhi India. The temporary assignments not-to-exceed 2 years, but may be extended up to a total of 6 years (or 5 years if serving on a temporary promotion). Selectee's will remain stateside until all clearances and required training are completed before being moved to the overseas location. Eligible FDA employees will have statutory return rights to their permanent FDA position series and grade once the foreign assignment is completed.
