    As a CONTRACTS SPECIALIST you will be responsible for the following duties:

    • Serves as a technical contract specialist responsible for pre-award and post-award functions involving complex, highly specialized Intelligence-related procurement activities.
    • Procurement of major acquisitions related to services and support contracts for multi-discipline, operationally relevant intelligence in the Intelligence Community (IC).
    • Manages all aspects of the functional area of contract management, including contract formation, solicitation, negotiations, cost and price analysis, award, contract administration, termination and closeout for a variety of contracts.
    • Responsible in executing any or all procurement administration of the resultant contracts.
    • Performs detailed analysis of all elements of costs in contractor proposals, and participates in the source section process for complex requirements.
    • Serves as a designated Contracting Officer (CO) with signature authority to enter into and bind the government to contracts subject to established dollar threshold when required or as delegated.
    • Responsible for contract administration functions following contract award throughout the contract life cycle.

    This position is a Full Performance/Senior DCIPS position. DCIPS Full Performance/Senior level positions include GG-13.     This position has a Basic Requirement for the 1102 series:
    A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree
    OR
    Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current civilian personnel in DoD, in any occupational series, who occupied a similar occupational specialty to the GS-1102 while serving in the military on or before September 30, 2000, are also exempt from meeting this requirement.

    Specialized experience required for this position is:
    • Apply acquisition and contracting policy and regulations in order to advise management on executing a full range of acquisition activities, including pre-award and post award acquisition functions involving highly specialized procurements.
    • Advise program officials of legal and regulatory requirements, funding requirements, types of contracts, methods for acquisition of major subsystems and support requirements to include cost, schedule and performance incentive plans and subcontracting and set aside policies.
    • Collaborate with others to monitor and manage contracts, contractor performance, quality and compliance with contract terms and conditions.
    • Applies knowledge of Federal, DoD and the Intelligence Community acquisition laws, regulations, policies and procedures to the acquisition and contract administration of complex intelligence space systems.
