Major Duties:
You will serve as a principle advisor for oversight and evaluation of complex national enforcement programs involving employee misconduct and may also include oversight of Financial investigations that include currency violations, particularly organized crime, white collar crime, narcotics trafficking and violations of the Foreign Bank Secrecy Act and related laws; Fraud investigations that are highly complex and specialized examinations of alleged or suspected violations, including under-valuation, overvaluation, false invoicing; quota violations; county of origin and special requirements for marking; Strategic investigations include alleged neutrality violations under the Arms Export Control Act and illegal exportation and/or diversion of strategic high technology equipment to foreign countries under the Export Administration Act; Marine investigations leading to the interdiction of narcotics and dangerous drugs being introduced via private and commercial vessels and vehicles. You will analyze tactical and strategic intelligence developed by documented sources regarding foreign and domestic narcotics smuggling.
Qualifications:
GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-13 grade level. Examples include analyzing raw investigative data and preparing comprehensive written investigative reports, investigating complex claims involving suspected crimes or alleged fraud; conducting interviews or interrogations that involved eliciting evidence.
Requirements
U.S. Citizenship: Candidates must be United States citizens and present proof of citizenship, if selected.
Time in Grade: Time in grade restrictions must be met by the closing date of this announcement. Applicants must have at least 52 weeks of service equivalent to the next lower grade level in the normal line of progression for the position to be filled.
Qualifications by Closing Date: You must meet all qualification requirements by the closing date of the announcement. Please note that qualification claims will be subject to verification.
Background Security Investigation: You will need to successfully complete a background investigation before you can be appointed into this position.
Security Clearance: Individuals selected for this position should be able to obtain and maintain a Top-secret clearance and Sensitive Compartmented Information (SCI) clearance.
Drug Testing: You must submit to a drug test and receive a negative drug test result before you can be appointmed into this position. After appointment, you may be subject to random testing for illegal drug use.
Medical/Physical: You must pass a pre employment medical examination -- unless you are already working in a position covered under 5 USC 8336(c) with the Bureau of Immigration and Customs Enforcement. Prior to appointment, the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician.
Fitness Program: This job is covered by the agency Mandatory Fitness Program for law enforcement positions. You will be required to undergo regular physical examinations. You may, in the future, be required to maintain a level of physical fitness in accordance with the standards and policies of the agency; failure to maintain such a level of fitness may lead to removal from the position or other actions as may be specified in the Program.
Firearms Requirement: You will be required to carry a firearm while performing duties of this position. Maintaining firearm proficiency is also mandatory. You must satisfactorily complete (or have previously completed) the firearms component of the Criminal Investigation Training Program at Glynco, Georgia. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition [Title 18, U.S.C., Section 922(g)(9)].A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian.The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition.Candidates who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position.Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment [Title 18, U.S.C., Section 1001].
Training: You must have successfully completed the Criminal Investigator Training Program at the Federal Law Enforcement Training Center, Glynco, GA. This technical training must have been successfully completed according to the standards of the agency.
Age Restriction: You can be appointed into this position as long as you have not reached your 37th birthday. The age restriction does not apply if you have served in a Federal civilian (not military) law enforcement covered position under Title 5 U.S.C. 8336(C).
Mobility: Mobility is a major factor in this occupation and you must sign a mobility agreement.
Travel: You will be required to travel frequently.
Motor Vehicle Operation: The position requires operation of a motor vehicle, and maintenance of a driver's license acceptable to Department of State and the host country.
Law Enforcement Availability Pay (LEAP): LEAP is approved to compensate selectee(s) for unscheduled duty in excess of the 40-hour workweek.
Law Enforcement Retirement: This position meets the eligibility criteria for law enforcement retirement under both the Civil Service Retirement System (CSRS) and the Federal Employee Retirement System (FERS). Employees covered by either retirement system who reach age 50 or over with at least twenty years of service as a law enforcement officer are qualified for law enforcement retirement. In addition, employees covered by FERS (all new hires to the Federal government) of any age with at least 25 years of service as a law enforcement officer are qualified for law enforcement retirement. Finally, employees who reach age 57 with at least twenty years of service as a law enforcement officer are subject to mandatory retirement.
How You Will Be Evaluated:
You will be evaluated based upon the responses you provide on the job specific questionnaire that is required as part of the application process for this position. You will be rated based on your responses and assigned a score ranging from 70 to 100 points. Candidates will be referred for selection in accordance with the terms of the agency merit promotion plan.
