    The Naval Criminal Investigative Service (NCIS) mission is to investigate and defeat criminal, terrorist, and foreign intelligence threats to the United States Navy and Marine Corps-ashore, afloat, and in cyberspace. Being a NCIS Special Agent is one of the most challenging and fulfilling careers in law enforcement. NCIS Special Agents gain broad law enforcement experience and are given responsibility early on in their careers.

    The NCIS Economic Crimes Department (ECD) supports the overall NCIS mission by safeguarding the Department of Navy's (DON's) major acquisition programs and responding to allegations of corruption, financial fraud, and product substitution. NCIS has a dedicated group of Special Agents who specialize in investigating abuses in the procurement process. By reducing the threat of procurement fraud and product substitution, the DON will realize important cost savings and successfully procure quality products that meet safety standards for the war fighter, resulting in increased military readiness.

    As a condition of employment, all Special Agents are required to sign a mobility agreement. This may result in one or more overseas moves and periodic assignments within the Continental United States (CONUS) and throughout an agent's career with NCIS. In addition, special agents may be required to deploy on assignments to support military forces in high-risk environments. Special Agent mobility is necessary to accomplish the agency's mission and helps support an individual's career development.

    Responsibilities

    • Recognizing, developing, and presenting evidence to reconstruct events, sequences, time elements, relationships, responsibilities, legal liabilities, and conflicts of interest.
    • Conducting investigations in a manner meeting legal and procedural requirements.
    • Providing advice and assistance both in and out of court to the U.S. Attorney's Office during investigations and prosecutions.
    • Knowledge of criminal investigative techniques.
    • Knowledge of the rules of criminal procedures, laws, and precedent court decisions concerning the admissibility of evidence.
    • Knowledge of pertinent statutes, regulations, policies, and guidelines, including the Code of Federal Regulations or the Uniform Code of Military Justice.
    • Knowledge of the Federal Rules of Criminal Procedures, Federal Sentencing Guidelines, and Federal guidelines on the conduct of criminal investigations.
    • Knowledge of constitutional rights, search and seizure, and related issues in the conduct of investigations.
    • Interviewing of witnesses, victims, and suspects.
    • Knowledge of criminal investigative techniques, such as protective surveys and assignments, surveillance, and undercover work.
    • Knowledge of the evidence required to prove a crime was committed.
    • Knowledge of the jurisdiction of various agencies.
    • Knowledge of sources of information and how to develop them (e.g., informants, surveillance, and undercover work).
