Summary

Who May Be Considered:

Duties

The primary purpose of this position is to serve as the Deputy Executive Director, overseeing the compliance program and serve as principal advisor to the Executive Director on major policies and procedures.

Duties performed:

  • Oversee the program that monitors and reviews the practices, procedures, activities and organizational structure of the Appraisal Foundation; the State Compliance Review program, including coordinating program operations; monitoring the review process for possible improvement and efficiencies; approving the annual Compliance Review schedules and priorities; and assigning team leaders and members.
  • Participate in ASC and staff meetings and state regulator conferences to provide authoritative advice, opinions, and recommendations regarding the formulation and implementation of appraiser and AMC program standards, policies, procedural matters, and plans.
  • Monitor staff progress and evaluating performance; resolving concerns and disputes with State appraiser regulatory agencies; and assessing States' compliance with Title XI, which includes identifying the need for interim sanctions or non-recognition proceedings.
  • Draft Congressional testimony and correspondence for the Executive Director and prepare position papers for the Executive Director on policy issues. Responsible for coordinating responses to inquiries from Congressional staff and other high-level government officials.
  • Analyze policy issues affecting the responsibilities of the ASC. Responsible for reviewing reports, position papers, and other information necessary for the ASC to formulate policies and evaluate program effectiveness.

You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

Qualifications

Specialized Experience:

GS-15: Applicant must have at least one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
  • Recommending solutions to internal and/or external program policy issues to ensure program compliance;
  • Using knowledge of statutes and/or regulations affecting the nation's real property appraiser regulatory system to assess programs; and
  • Monitoring progress and/or completion of work assigned to staff.
