The Deputy Officer for Programs and Compliance, Office for Civil Rights and Civil Liberties (CRCL), U.S. Department of Homeland Security (DHS), reports to the Officer for CRCL, who reports directly to the Secretary. CRCL's mission is to support the Department as it secures the nation while preserving individual liberty, fairness, and equality under the law. CRCL is involved in all of the Department's missions and performs key functions to integrate civil rights and civil liberties into Department activities. Pursuant to the Homeland Security Act, CRCL is responsible for reviewing and assessing information alleging abuses of civil rights, civil liberties, and racial and ethnic profiling by employees and officials of the Department, and for providing policy advice directly to the Secretary and other senior officers of the Department. Programs managed and implemented by this position extend to DHS directorates and components that collectively employ more than 240,000 employees through the United States and abroad.
The Deputy Officer for Programs and Compliance manages the Programs and Compliance Division of the Office for Civil Rights and Civil Liberties, which includes Branches and Sections responsible for civil rights and civil liberties investigations; implementation of the anti-discrimination requirements applicable to agencies and organizations that receive DHS support; policy advice and training across the Department's missions; and engagement with communities whose civil rights are affected by DHS activities. The incumbent is accountable for the success of these programs, and is required to monitor progress towards organizational goals and make appropriate adjustment to such goals.
Serves as a principal advisor to the Officer for CRCL. He/she works with White House and Congressional staffs, senior officials of the Department and other Departments, and major policy organizations on issues and initiatives that may have an impact on civil rights and civil liberties, such as statutes and regulatory actions, policies, training, and procedures relevant to the full range of civil rights and civil liberties issues raised by DHS activities, including: immigration policies and immigration detention; border security; aviation security; national security screening; information sharing; intelligence analysis; emergency preparedness, response, and recovery; cyberspace protection; community engagement; civil rights and civil liberties training for DHS personnel and partners. Examines policies, activities, and products for civil rights compliance, identification of problems, and proposed solutions.
Administers and directs the collection of information from within DHS and prepares the Secretary's annual report to Congress, and other reports as required.
Oversees CRCL's investigation of information regarding alleged abuses of civil rights or civil liberties, and of racial, ethnic, or religious profiling. Responsible for ensuring appropriate examination, analysis, resolution, reporting, and for promoting and facilitating appropriate responses by components.
Oversees the DHS liaison activities with external organizations that have an interest in civil rights, civil liberties, and racial, ethnic or religious profiling issues. Communicates with the public regarding DHS's commitment to civil rights and civil liberties, and provides notice on how to report allegations of abuses of civil rights, civil liberties and racial and ethnic profiling by employees and officials of the Department to the attention of CRCL.
