Duties
The Office of Design and Construction oversees executive direction and management of Public Building Service’s (PBS) construction program in the National Capital Region (NCR). The incumbent is responsible for the overall formulation, planning, development, management, and implementation of all of NCR's construction projects, involving new construction of nationally visible federal and leased buildings, complex repair and alteration of historic and monumental structures.
The Director Design and Construction, National Capital Region, Office of the Regional Commissioner, PBS establishes the vision, mission, values, goals and objectives of the PBS consistent with, and in support of NCR, PBS, and General Services Administration (GSA). The incumbent promotes efficiency, effectiveness, and high performance objectives of PBS's national Office of Design and Construction; 1) meeting the needs of Federal clients; 2) supporting PBS efforts to be the Government's premier real estate organization; and 3) providing outstanding value to the American taxpayer.
As the Director Design and Construction, you'll;
- Provide vision, leadership, and technical expertise in all aspects of Federal architecture, design, and construction, including design processes, procurement strategies, construction contract administration, cost management, and delivery of space that meets customer requirements and budgets, as well as national building standards.
- Direct and oversee the application of the latest trends and state-of-the art technologies in facility planning, design, construction, alterations, space management, contracting, and negotiations, to ensure that major capital development projects meet the current and future requirements of clients.
- Advise and assist the Regional Commissioner on professional and policy aspects of design and construction mission operations; ensuring regional implementation of design construction policy; staying current with industry standards, trends, procedures, and practices.
- Direct the delivery of major and minor capital projects in the region, including project formulation, procurement, design, and construction; ensure all projects are on time and on budget; setting objectives, formulating and recommending strategies dealing with workload and priorities; for subordinate organizations and allocating resources amongst them.
- Oversee numerous contracts with professional firms that evaluate and make recommendations on design criteria, construction cost estimates, constructability of designs, and evaluate performance of construction firms and other related services.
- Direct and oversee the development of comprehensive and detailed project plans, including methodology, resource requirements, timeliness, competing priorities, and budget impact; including fiscal resources for each major capital development initiative.

CONDITIONS OF EMPLOYMENT:
- This position is a special-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grant you a Top Secret/SCI national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
- If tentatively selected, you will be required to submit a Declaration for Federal Employment.

- Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
- If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.
- Veteran's preference does not apply to positions in the Senior Executive Service.
- If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
- This position has been designated under Executive Order 12564 as being subject to random drug screening. Qualifications
All applicants must meet the Mandatory Technical Competencies (MTC) and Executive Core Qualifications (ECQ) requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

MANDATORY TECHNICAL COMPETENCIES:
1. Demonstrated experience managing and leading a complex design and construction organization in excess of $1B, in applying state-of-the-art principles and practices of design and construction project management, to deliver large and small capital construction projects, on time and on budget for customers, including:
- Pre-Design and Design Management - selection of a design team, program/scope development, budgeting and cost estimating, constructability reviews, and value engineering;
- Project Delivery Method Selection - design/bid/build, design/build, construction manager, construction manager as constructor, etc.;
- Construction Phase Management - construction inspection and surveillance, progress review, change order review, project closeout, risk/claim management;
- Project Management - budget and financial management, schedule management with competing stakeholder priorities, scope management, team management, and industry-standard software/systems/business processes on complex, high-visibility, multi-million dollar projects;
- Client/Customer Relationship Management - managing competing interests of a project's owner/developer, corporate/headquarters, real estate facilities groups, anchor tenants, end-users, industry, government/regulatory stakeholders; and
- Industry Relationship Management - knowledge of industry best practices and companies including a focus on small businesses that provide the government the greatest value for design and construction projects.
2. Demonstrated knowledge of sustainable building and procurement practices.
