    Responsibilities
    • You will serve as a Systems Engineer providing government oversight and management of the development, test, integration, and sustainment of Directed Energy Weapon Systems.
    • You will also function as the Contracting Officers Representative (COR) as part of the S Dept. Contracts Team.
    • You will be responsible for the overall development and maintenance of the contract (current and renewal), related documentation, and technical evaluation aspects of contractor performance, consideration of strategy for current and future contracts.
    • You will provide leadership and oversight for the development, execution, and management of system technical documentation, requirements, design, and architecture; test and evaluation; human systems requirements; configuration management.
    • You will ensure strict configuration control over all technical aspects of the programs by adhering to program and DoD configuration management guidelines and responsively engaging in program configuration management activities and processes.
    • You will maintain positive control over program technical scope, schedule and resources by developing and maintaining detailed project plans and schedules.
    • You will produce reports detailing program technical status and provides leadership briefs.
    • You will lead and monitor all phases of the assigned contracts from inception to completion.
    • You will prepare contract specifications, surveillance plans, application of special clauses, contract changes, and technical evaluation aspects of contractor performance to assure requirements are clear and concise.
    • You will submit findings and recommendations to the Contracting Officer for review, signature, and final recommendation.
    • You will be responsible for making the initial decision in the form of a recommendation to the Contracting Officer that the contractor is complying with contractual and regulatory requirements.
    • You will keep the supervisor informed of problems in resolving differences with contractors, and persistent lack of corrective action, or unusual or controversial problems.
    • You will use sound judgment, technical skills and interpretation of contract specifications, drawings and regulations.
    • You will interpret contract specification in dealings with contractors and customers, advises of responsibilities to the Government and the consequences of failure to comply.
    • You will evaluate performance against contractual requirements and assure quality and timely work performance.
    • You will witness and certify for the Government as to the technical acceptance of equipment and services provided by the contractor.
    • You will confer with contractor personnel for correction of noted deficiencies.
    • You will assure that all pertinent information is retained for reference and reconciliation purposes.
    • You will conduct contract related meetings and utilizes communication means necessary to ensure successful development and implementation of contracts.
    • You will support the Directed Energy Management Team with oversight and recommendations for development and task execution of civilian and contractor members.

    • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
    Qualifications
    Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS 12 equivalency) or pay band in the federal service or equivalent experience in the private or public sector applying Engineering practices.

    Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:
    A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND
    B. At least 24 semester hours in any combination of the following fields: engineering, mathematics, and science. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)
