    About the Position: The incumbent will serve as the District's construction schedule analysis consultant performing research on specific schedule issues for Programs, Controls and Analytics section of the Planning, Programs, and Project Management Division in Huntington, WV.

    • Performs research on specific schedule issues or identified problem areas.
    • Uses state-of-the-art technology and computer programs to perform necessary schedule analysis.
    • Performs periodic site visits to Corps of Engineers projects and field offices within the District during various stages of construction.
    • Performs claims and modification investigations, and prepares official findings as requested by district or higher authority.
    • Performs schedule analysis and prepares technical reports, fact sheets, and correspondence for assigned projects.
    • Prepares Findings of Fact, cost analysis resulting from schedule impacts, schedule analysis using latest version of scheduling software programs.
    • Consults with representatives of using services, Districts, joint federal partners, non-federal project sponsors, and other federal, state, and private personnel or groups to determine and recommend innovative and improved schedule solutions.
    • Provides recommendations to senior management on district policy concerning construction contract administration and procedures.
    • Recommends and implements, as-approved, design schedule changes necessary to correct documented problems, or areas of past concern.

    One year of specialized experience which includes utilizing knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of the project scheduler network analysis schedule pertaining to construction projects; assisting in conducting studies to include analyzing findings and making recommendations on implementation and improvements in the project scheduling network analysis schedule. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

    For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

    To qualify at the GS-0802-12 grade level:
    One year of specialized experience which includes utilizing extensive knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of the project scheduling network analysis schedule pertaining to construction projects; independently conducting studies to include analyzing findings and making formal recommendations on implementation and improvements in the project scheduler network analysis schedule; and providing professional advice on project schedule issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

    For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
