    Manages the operation and maintenance of facility systems used in the conduct of aerospace research and development, flight operations, and science supporting the Lead Specialist for all real property. Occasionally responds after normal business hours to address system failures, incidents, or unknown mission support.

    Provides oversight of system operations, trouble shooting, testing, maintenance, and repair including: high voltage switching, electrical distribution, potable water control, elevator and bridge crane loading, hangar door inspections, fire alarm and suppression inspections and tests, HVAC operations, controls adjustments, etc. Evaluates technicians' performance, skills, and temperament. Evaluates technicians and their understanding of systems, various problems, and test procedures, and the ramifications of their decisions and actions. Ensures technicians are engaged in evaluation of equipment for continued serviceability, repair, or replacement. Develops and enforces safety procedures and accident prevention requirements. Develops and ensures technicians follow requirements for personal protective equipment, written procedures, and checklists. Ensures the facilities contract requirement for trained, certified, and authorized technicians is met.

    - High Voltage Distribution System: Monitors and evaluates electricians who repair, maintain, operate, and test equipment and systems used in the production, transmission, and distribution of electrical power. Ensures electricians follow checklists for de-energizing and re-energizing.
    - Heating, ventilation, and air conditioning (HVAC) and mechanical systems: Monitors and evaluates mechanics who install repair, maintain, operate, and test ventilation equipment and associated controls. Ensures mechanics follow coordination protocols with end users and confirm temperature controls are effective, and mechanical systems meet intended functionality.
    - Fire Protection Systems: Monitors and evaluates fire alarm technicians who install, inspect, test, commission, repair, and maintain fire alarm equipment including alarm, detection, notification, sprinkler monitoring, reporting, and controls for agent releasing suppression.

    Reports all findings to Contracting Officer's Representative (COR), with recommendations, then follows through with corrective action.

    Provides expert input to the development and implementation of the Reliability Centered Maintenance program for the Center, by collecting operational requirements and instituting a plan to meet those requirements. Provides requirements on facility systems that are critical to Center managers at the directorate and office level. Collaborates with operations and maintenance team to establish an annual work plan, an accurate facility condition assessment, an accurate Mission Dependency Index (MDI), and Computerized Maintenance Management System (CMMS). Prepares schedules for work coordination and announcements on the Center calendar, organizational calendars, and Center websites. Inspects all facilities and tracks discrepancies and discrepancy corrections. Continuously and pro-actively improve technical and managerial processes to minimize life-cycle maintenance and repair costs, including energy and water conservation. Serves as the alternate point of contact to communicate and coordinate facilities maintenance and management issues with NASA Headquarters. Negotiates with Project Managers, Information Technology Managers, Facility/Area Managers, Contracting Officers, Safety/Health/Environmental professionals, Security Officers, and Center Managers to resolve facility issues. Identifies maintenance requirements to plan, schedule, manage, and monitor facility and system replacement when necessary. Manages maintenance of building equipment and utilities, including preventive, time interval, and condition-based maintenance tasks. Modifies procedures for appropriate facility maintenance tasks based on structural soundness of aging systems and facilities. Serves as Alternate Facility Maintenance Officer.

    Serves as an alternate COR for the Center Operations and Maintenance Contract. Serves as a member of a team of technical monitors that administer and evaluate contract structure and content to fit the Center's requirements. Helps develop the Performance Work Statement (PWS), Government Cost Estimate, and advises on the appropriate budget. Serves as technical adviser to COR for scope, cost, quality, safety, and schedule matters affecting contract performance and arrangements. Recommends and executes the overall surveillance plan. Meets with Contractor site management, and supervisors to implement performance work statement. With COR, sets priorities and directs Contractor. Serves on the technical review team for data deliverables and technical submittals required by the contract. Negotiates technical and cost changes to contractual agreements. Determines inspection techniques. Seeks and evaluates customer feedback. Resolves disputes that arise. Ensures effective use of CMMS by contractor. Monitors contract progress and recommends payment or nonpayment. Presents contract performance status to stakeholders and management.
