Summary

This position is located in the Associate Director's Office at the VA Bedford Healthcare System. This position is full-time at 40 hours per week.

Duties

The primary purpose of this position is to implement a Performance Improvement program at the Health Care System level. The position is responsible for delivering Performance Improvement techniques to a broad array of program and services throughout the Medical Center, including Lean, Six Sigma, Coaching, Project Management, and Training. Additional functions of the position involve advising leadership in the formulation of planning complex facility wide Strategic Plans and facility wide projects in the execution phase of supporting of Strategic Planning.

Duties may include, but are not limited to:

  • Participates in and facilitates transformative quality, safety, effectiveness, and efficiency improvement efforts.
  • Facilitates, coaches, and trains audiences at all levels of the organizations throughout the lifecycle of a performance improvement project.
  • Organizes, directs, controls and coordinates group activities in a timely and effective manner.
  • Defines a project scope and goals through a collaborative process with subject matter experts and leadership at the facility, service line or program, or unit level.
  • Leads a team of subject matter experts, front line staff and leadership through a rigorous and defined project management process utilizing multiple tools from HRO, Lean Six Sigma, Lean VA-TAMCCS and other performance improvement disciplines to further define the current state of the process.
  • Creates designs of experiment that align to project goals and team developed solutions.
  • Conducts experiments and collects data to identify if the developed solutions are affective. Develops control plans, communication plans, risk management plans, and through closeout of the project.
  • Provides consultation to executive, service line, and program leadership by leveraging VA data analytics resources. Identifies metrics performing below benchmarked standards or falling below the upper or lower control limits of a statistically controlled models such as SAIL.
  • Identifies systems designs problems that contribute to human errors. Identifies alternative systems and processes based on HRO, Lean/Systems Redesign/Systems Engineering principles to mitigate these types of errors.
  • Identifies projects critical to improving quality outcomes and maximize return on investment of utilized resources.
  • Incorporates recommendations for the resolution of problems identified in studies such as eliminating, adding, changing, or rearranging specific procedures, products or services or making other changes to more efficiently and effectively utilize resources.
  • Provides instruction to others on HRO, Lean, Lean Six Sigma, Systems Redesign, or other improvement methodologies principles and tools through formal classroom instruction or small group mentoring.
  • Develops written and verbal teaching materials. Delivers classroom instruction about Lean, Lean Six Sigma, Systems Redesign or other improvement methodologies tools and techniques to all levels of the organization.
  • Ensure sustainability and spread of efforts directed at improving quality, safety, effectiveness, and efficiency using management engineering.
  • Responsible for leading the team through development of control strategies, to ensure project solutions are sustained after the project lifecycle.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (a) Missions, organizations, programs, and requirements of health care delivery systems; (b) Regulations and standards of various regulatory and credentialing groups; (c) Governmentwide, agency, and facility systems and requirements in various administrative areas such as budget, personnel and procurement; and knowledge of clinical practice guidelines and guidelines designed by healthcare improvement organization to collect, analyze, and present data for performance improvement studies and projects; comprehensive knowledge of healthcare Lean/Systems Redesign utilizing standardized tools, methods, and principles such as Lean and Six Sigma, along with industrial and quality engineering principles and concepts to identify systems design problems, define a project scope and goals through a collaborative process, and ability to listen well, write with clarity, and speak effectively to small and large groups.

Preferred Experience:
  • Knowledge of High Reliability Organization (HRO).
  • Skill as an excellent communicator which includes the ability to listen well, write with clarity, and speak effectively to small and large groups.
  • Knowledge of multidisciplinary project management, delivery methodologies and techniques in order to manage, identify, evaluate, recommend and implement projects.
There is no educational substitution for the GS-12 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. At other times the work is sedentary, requiring the use of a computer.

Duties are performed primarily in an adequately lighted and climate-controlled office, classroom, or conference room setting.

Additional information

Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities.
