Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

The Civilian Human Resources Agency exercises world-wide command and control over the Army's entire civilian personnel operational structure consisting of all CONUS and OCOUNS HR Regional Processing Center, Civilian Personnel Advisory Centers (CPACs), and Non Appropriated Fund Human Resources Offices (NAF HROs).  CHRA is responsible for operational HR effectiveness worldwide to include establishing and maintain standards and measurements, total quality management, recruitment and placement, employee development and training, classification and position management, labor/management and employee reactions, NAF HR, organization development and workforce utilization for the Army's delivery of civilian personnel administrative services.

This position is located at Detroit Arsenal Civilian Personnel Advisory Center (CPAC).  Employer is a supporter of telework.

As a Senior HR Specialist working in a CPAC you will exercise an expert level of knowledge and skill in applying the full range of HR methods, principles, practices and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems which range from recurring through complex and unprecedented. Studies and advises managers and supervisors on staffing requirements, resources, and problems in assigned office involving a high degree of complexity. Develops long and short range staffing plans to meet, forecast mission requirements, human capital losses, and changes in critical competencies availability of candidates, career development patterns, and reorganization proposals. Provides services to complex organization. Evaluates position management in assigned organizations and provides assistance to supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills.
