    WHAT DOES A HUMAN RESOURCES SPECIALIST (HR DEVELOPMENT) DO? As a Human Resources Specialist, you will serve as a consultant and advisor to management on identifying training gaps and performance improvement needs. In this role, you will be responsible for developing programs to align learning and development needs with business objectives and evaluating employee training to ensure individual and business needs are being met. You will be required to perform extensive analysis on complex employee development duties affected by the requirements of the workforce.

    As a Human Resources Specialist (HR Development) you will:

    • Serve as a performance consultant by using state of the art process models to identify, evaluate, and recommend solutions to improve job performance and which support business goals and mission priorities.
    • Provide advisory services to all levels of staff concerning basic program policies, regulatory, requirements, and procedures.
    • Analyze and evaluate training programs and instructor performance making recommendations to program managers to increase program quality and overall effectiveness.
    • Apply tools to evaluate training programs, and analyze the feedback to improve training courses and delivery.
    • Study and apply evolving trends, developments, and applications in the employee development and learning field, including e-learning, to ensure that the business unit offers the latest in adult learning.
    • Develop guidelines, instructional methods, course materials, training aids, and improved applications of educational technology for use by education specialists, instructors, managers/supervisors, and employees.

    You must meet the following requirements by the closing date of this announcement.  

    GS-12 LEVEL:  You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.  Specialized experience for this position includes:  A wide range of human resources development (HRD) concepts, practices, laws, regulations, policies, and precedents to provide comprehensive HRD management advisory and technical services on substantive organizational functions and work practices relating to learning and employee development; Extensive knowledge of and skill in applying practices and techniques of education, adult learning theory, performance consulting, change management, and employee development to assess, define, and meet organizational learning needs. Your experience must also demonstrate comprehensive knowledge of instructional design principles and the processes used in designing and delivering learning products to improve employee performance, increase employee satisfaction, and facilitate management involvement in employee development; Knowledge of and skill in analytical methods and diagnostic techniques to identify, evaluate, and recommend to management HRD and non-HRD interventions to resolve complex interrelated HR problems and issues. In addition, your experience must demonstrate knowledge of negotiation methods and conflict resolution techniques to collaborate in a team environment, negotiate agreements, and resolve conflicts; Experience using knowledge of oral communication techniques to deliver briefings and help others to understand and accept findings and recommendations and negotiate solutions and written communication techniques to prepare project papers, briefings, and training material.
