    About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the Headquarters, Department of the Army, G-2, MI Support, Stable Shadow Program, located in Afghanistan.
    This position will transition from HQDA, G-2 to INSCOM in June 2019.

    Responsibilities
    • Serve as Counterintelligence Agent Team Member.
    • Be responsible for the execution of Counterintelligence collection activities and reporting, Counterintelligence operations, CI Investigations, and analysis and production in the assigned Area of Responsibility.
    • Use multiple classified and unclassified sources of information to identify operational opportunities, creating targeting packages resulting in Counterintelligence operations.
    • Forward deploy to contingency locations as required, in order to provide Counterintelligence support to Department of Defense personnel/organizations.
    • Coordinate and execute the full spectrum of Counterintelligence functions and activities such as Military Counterintelligence Collections, Debriefings, Liaison, Support to Force Protection, Insider Threat, Counterespionage, and Counterterrorism.
    • Utilize knowledge of a wide range of research and collection methods and analytical applications.

    • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
    • Two year trial/probationary period may be required.
    • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
    • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
    • May require fluency in and/or knowledge of indigenous languages.
    • Must be able to travel (both stateside and overseas) related to the duties of the position.
    • Temporary duty travel may be required up to 30% of the time.
    • This position is Emergency Essential. Key and E-E employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action.
    • Must sign a mobility agreement if selected.
    • Substantial overtime required.
    • Immunization screening and medical evaluation may be required.
    • This position is required to comply with the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.

    Specialized experience is defined as experience which includes planning and executing Counterintelligence functions such as collection activities, reporting, operations, analysis and production.

    Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

    NOTE: Creditable specialized experience may include previous military intelligence experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower grade in the series.
