WHAT IS THE CRIMINAL INVESTIGATION DIVISION?

Vacancies will be filled in the following specialty areas:
Criminal Investigation-Field Offices
The following are the duties of this position at the full working level.
- Conducts comprehensive field office administrative reviews. Plans and initiates evaluations on field office administrative and technical processes to ensure administrative work processes effectively meets established goals or objectives. Analyzes and documents field office trends and weaknesses. Identifies compliance or non-compliance with administrative policies, procedures and guidelines. Recommends solutions to problems and establishes mitigation strategies and field office procedures to alleviate potential risk.
- Serves as senior field office training coordinator. Handles field office solicitations from NCITA and Ad Hoc training requests. Secures nominations and coordinates responses for the SAC/ASAC(s). Mentors lower graded administrative personnel by providing guidance on field office procedures and administrative policies. Identifies administrative training needs, develops annual field office training strategies and plans. Plan and instruct appropriate field office training sessions for management and administrative personnel. Collaborate with management to plan and coordinate field office Continuing Professional Education sessions adhering to annual training plan and budget procedures.
- Conditions of Probation (COP) - Serves as the primary Conditions of Probation (COP) Coordinator, reconciles data with case agents, probation officers and other IRS business units to ensure notices of assessments, restitution status and potential probation revocation updates are received timely. Oversees and proactively monitors COP to ensure effectiveness of operations. Research applicable databases to ensure COP expiration dates are monitored and the COP results are updated appropriately in CIMIS.
- Serves as a SME for updating, reassigning, transferring equipment records in CI Management Information System (CIMIS) for the assigned field office. Coordinates the annual physical equipment inventory and prepares field office certification for the Special Agent in Charge (SAC) as well as ensuring all corrections are input timely in to CIMIS. Creates new employee and non-employee profiles in CIMIS, including CIMIS user roles. Provides field office support relating to investigative issues. Establishes permission for CIMIS roles for field office personnel by updating permissions based on designations, role change, etc. Ensures all documents are maintained per CIMIS guidelines. Performs annual user permission review. Updates, transfers, and retires personnel records in CIMIS for field office. Updates positive histories in CIMIS (i.e., promotions) and notifies agent when reports are required due to position changes. Provides information to management officials regarding annual CIMIS profile reviews; by reviewing all profiles and entering updates in CIMIS. Ensures profiles are shared with management and filed in the appropriate employee drop folder.
- Prepares the Form 5389, Criminal Investigation Employee Separation. Coordinates clearance requirements with groups and ensures that CIMIS equipment transfers, etc., are accomplished for separated employees. Ensures the separated employee has been removed from CIMIS.
- Serves as the field office primary Point of Contact (POC) and problem solver for identifying, analyzing, and resolving field office spacing issues. Develops solutions and appropriate courses of action. Alerts senior management officials of potential emerging issues and disseminates notifications when necessary. Ensures adequate office space, telecommunications, and equipment requirements are arranged, and manages requests for utilization and disposition of space and equipment.

- Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
- A 1-year probationary period is required (unless already completed).
- Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
- Obtain and use a Government-issued charge card for business-related travel.
Qualifications
You must meet the following requirements by the closing date of this announcement:
GS-12 SPECIALIZED EXPERIENCE: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-11). Specialized experience for this position includes demonstrated accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; experience with project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. In addition, budgeting methods and techniques to prepare analyses and estimates and oral communication techniques to present findings and negotiate solutions.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
