Duties
The detailee will join a component of the USCIS External Affairs Directorate called the Office of Citizenship. The Office of Citizenship provides instruction and training on citizenship rights and responsibilities, and it administers the Citizenship and Integration Grant Program. It offers federal leadership and provides tools and resources to foster immigrant integration while promoting our nation's values.
The detailee will serve as an expert analyst and advisor to executive management on the administration of the Citizenship and Integration Grant Program. The detailee will employ a wide range of qualitative and quantitative methods for the assessment of the management processes, systems and functions that drive the efficacy of the grants program. Those may include, but are not limited to, budget methodology and control; statistical research and performance measurement; information systems; management techniques and theories; organizational structure; and planning and control systems.
The detailee manages a portfolio within the grants program; leads activities to ensure grantee compliance with the published grant and analyzes the efficacy of their portfolio through the 2-year grant cycle. The detailee understands and executes the various stages of the grant lifecycle.
The detailee will perform other duties as assigned.

Qualifications
Qualifications required:
- Demonstrated ability to develop and implement departmental policies, procedures, and guidelines based on analyses of reports, regulations, and other relevant materials.
- Strong analytical and problem-solving skills, with the ability to evaluate complex issues and develop effective solutions.
- Excellent written and oral communication skills, with the ability to present sensitive recommendations to higher authority, obtain compliance with policies from subordinate activities, and represent the department on task forces.
- Experience in developing and implementing program evaluations and assessments to measure the efficacy of programs.
- Ability to lead and coordinate complex projects and initiatives involving multiple stakeholders, including high level managers, supervisors, program staff, community organizations, and government agencies.
- Strong interpersonal skills, with the ability to establish and maintain effective working relationships with diverse stakeholders.
- Ability to work remotely with minimal supervision.
- Last rating of record should be achieved excellence or equivalent.
