    This is an OPEN CONTINUOUS ANNOUNCEMENT which will remain open until December 31, 2020. The initial cut-off date for referral of eligible applications will be June 24, 2020, with subsequent cut-off date on the 15th of each month.     Responsibilities

    The position is located in the Pathology & Laboratory Medicine Service (P&LMS) at either Audie L. Murphy VA or one of the related Community Based Outpatient Clinics in around the San Antonio vicinity for the South Texas Veterans Health Care System (STVHCS). The position is that of a Medical Technician that performs phlebotomy and provides technical support to medical center and clinic providers that utilize P&LMS services. The incumbent in this position performs a variety of duties which are interrelated to ensuring the timely and proper procurement and processing of specimens for analysis in the laboratory. The incumbent performs these functions with only general supervision. Primary duties are the reception of the patients, performing positive patient identification procedures, verifying test orders in VISTA, organizing patient workflow based on patient needs, and processing orders correctly. The incumbent performs venipuncture on both inpatients and outpatients utilizing age and gender specific skills to the young adult, the adult and geriatric patient. The incumbent is expected to independently welcome outpatients and expeditiously verify laboratory test orders. She/he will carefully review past and future appointments to ensure all orders are processed to prevent having the patient return to clinic. The incumbent confirms positive patient identification utilizing VISTA/CPRS data for accurate processing in the system.

    • Performs venipuncture on both inpatients and outpatients utilizing age and gender specific skills to the young adult, the adult, and geriatric patient.
    • Confirms positive patient identification utilizing VISTA/CPRS data for accurate processing in the system.
    • Makes the determination as specimen integrity is unknown beyond the point of acceptance.
    • Assists physicians, nurses and other hospital staff (which may involve telephone or personal interaction), with regards to lab results, proper collection techniques for blood or urine specimens.
    • Prepares specimens for shipment to reference labs, which includes complex processing steps (i.e., log out of specimens and log in of results, proper order forms, etc.).
    Work Schedule: Monday - Friday, 4:00am - 1230pm with Alternating Shifts, Weekends, and Holidays.

    Qualifications
    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/06/2021.

    You may qualify based on your experience and/or education as described below:

    Basic Requirement: Applicants must have technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or technical support work in a closely related field, e.g., biological laboratory technician work that required application of the methods and techniques for the position to be filled.

    OR

    Applicants must have successful completion of (a) an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of the training course as described in (a) above for GS-3; or (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled.

    Minimum Requirement: In addition to meeting the basic requirement for the vacancy, you must also meet the minimum requirement described below.

    Applicants must have at least 6 months of generalized experience that demonstrates your ability to perform venipuncture on both inpatients and outpatients utilizing age and gender specific skills to the young adult, the adult, and the geriatric patient.

    OR

    Applicants must have 6 months of specialized experience equivalent to at least the next lower grade (GS-03) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to the reception of the patients, performing positive patient identification procedures, verifying test orders, and performing venipuncture on both inpatients and outpatients.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You will be rated on the following Competencies for this position:
    • Competency 1 - (#484 Analysis and Problem Solving): Knowledge of sterile and aseptic techniques.
    • Competency 2 - (#12 Applies Technology to Tasks): Knowledge of phlebotomy techniques.
    • Competency 3 - (#169 Manages and Organizes Information): Ability to perform common laboratory assignments.
