Summary
This is an OPEN CONTINUOUS ANNOUNCEMENT in support of COVID-19operations. The initial cut-off date for referral of eligible applications will be December 28, 2020 and applicants will be referred on an 'as needed' basis. NOTE: Announcement will remain open until no longer needed but no later than March, 16, 2021.
This announcement is in support of COVID-19, using Hiring Authority, 5 CFR 213.3102(i)(3) . These positions will support the Federal Government's response efforts to COVID-19.

Responsibilities
The Medical Technician will be assigned to interested facilities throughout VHA in support of COVID-19 operations and may be temporarily appointed (not to exceed 1-year) on an intermittent, part-time, or full-time schedule in support of the VA facilities across the Nation.
This position serves as the Medical Technician within the VA Health Care System. As a Medical Technician, you will perform specimen collection, processing, accessioning and waived testing. Major duties include, but are not limited to the following:
- Maintains the laboratory facilities and equipment and controls supplies;
- Sets up equipment for all phlebotomy procedures;
- Maintains laboratory in a clean and safe condition according to agency or accreditation requirements;
- Calibrates and maintains laboratory instrumentation on timely intervals;
- Maintains and controls laboratory records;
- Develops and maintains detailed records for all experimental or other protocols and results;
- Manages turn-around times of pre-analytical and patient wait times;
- Provides orientation/training in performance of phlebotomy and test procedures;
- Performs venipunctures;
- Performs proper specimen handling and labeling;
- Performs full range of routine and emergency waived testing procedures such as glucose monitoring, urine pregnancy and occult blood testing;
- Performs urine drug testing collections;
- Prepares slides, smears, cultures, etc.; and
- Performs clerical and administrative duties.
Work Schedule: A variety of work schedules are available; Work schedule will be determined upon selection. NOTE: May be expected to work rotating weekends and holidays.
Pay Schedule: The salary range listed in this announcement is a Base-Line Salary for a full-time work schedule. The starting salary will be set based on locality, as well as FT, PT or Intermittent employment.

Physical Requirements and Work Environment: The work requires manual dexterity and exceptional hand/eye coordination, some physical exertion, such as regular and recurring walking, bending, sitting over a microscope and concentrate for long periods of time while reading specimens and to stand for several consecutive hours during the preparation of specimens. In many situations the duration of the activity (such as most of a workday) contributes to the arduous nature of the job. Position requires lifting of reagent containers weighing up to 35 pounds.
The work involves regular and recurring moderate risks or discomforts which require special safety precautions, e.g., working around moving parts, carts, or machines; with contagious diseases or irritant chemicals. Employees are required to use protective clothing or gear such as masks, gowns, ear plugs, lab coats, boots, goggles, gloves, or shields to moderate risks, or to follow procedures for minimizing risk. Adherence to safety and universal precautions and use of protective gear are mandatory to reduce occupational risk factors.

GS-05 grade level: One (1) full year of specialized experience equivalent to the GS-4 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes: (a) technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic, and blood banking; especially, high volume Phlebotomy) and preparing reports of findings or (b) technical support work in a closely related field, i.e. biological laboratory technician work, that required application of the methods and techniques for the position to be filled.

EDUCATION SUBSTITUTION (TRANSCRIPTS REQUIRED)
Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled.

Possess an equivalent combination of specialized experience and post high school education as described above that demonstrates my ability to perform the duties of this position. For the GS-05, only education in excess of 60 semester hours (2 years) is creditable.
