Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE NON-BARGAINING UNIT POSITION.

This PSYCHOLOGICAL HEALTH PROGRAM MANAGER position, PD Number T5854, is part of the Montana Army National Guard, G9/State Surgeon's Office. (PD can be obtained from HRO.)

Selected candidates will NOT be required to be a member of the MTARNG.

Duties

Coordinate with the National Guard community serving military and non-military agencies to promote and achieve timely information exchange, coordinate collaborative prevention efforts, and establish and maintain an extensive array of resources, associations, and community partnerships. Participates in community activities to incorporate complex strategies that enhance community strengths, reduces broad-based community needs, implements community problem solving methods, and forges community connections so as to promote psychologically healthy lifestyles.

Conducts needs assessments, intake evaluations, and psycho-diagnostic assessments, provides short-term, evidence-based problem resolution strategies and services. Provides on-site and telephonic access to psychological health assessments and individual consultation to facilitate coordination of clinical, counseling, and other services promoting the psychological health of NG members and their families.

Accomplishes clinical intake interviews with clients, to include family history, biopsychosocial history, developmental and health histories, and presenting problems together with any relevant secondary information. Performs risk assessments and determines degrees of danger posed by clients. Individuals requiring clinical interventions (i.e., clinical treatment) for other than short term problem resolution should immediately be referred to an appropriate and competent clinical professional. Responsible for knowledge of state and professional licensing and ethical practice guidelines. Carries professional responsibility for findings, interpretations, decisions, recommendations, reports and services. Provides short-term, evidence-based problem resolution. Establishes a resolution plan, annotates adjustments to plan as required over the brief course of counseling prior to any necessary referral. Ensures resolution plans identify the patient's problems, strengths, weaknesses/limitations, coping skills, and necessary assistance from others. Ensures case records meet the standards of The Joint Commission (TJC), Integrates findings, referral, and assessment, using assessment guidelines of the Diagnostic and Statistical Manual of Mental Disorders (DSM) of the American Psychiatric Association, screens records and personnel for security clearances and makes administrative recommendations.

Coordinates and implements prevention and community outreach and education programs. Conducts comprehensive needs assessments and Strengths, Weaknesses, Opportunity, and Threat (SWOT) analyses that form the basis for program development activities and action plans to meet the needs of clients. Implements community organization strategies with key organizations to increase awareness of psychological health, develop coordinated plans for reducing risk factors for individuals and within the community, and to build and enhance a general culture that promotes psychological health and wellness.

Coordinate as the key facilitator and team lead in the development and implementation of an annual, Unit-level psychological health strategic plan as described in Department of Defense Guidance. Develops a formal evaluation process to monitor prevention and outreach programs and access to resources. Provides timely, effective, and accurate training to mental health providers and other medical personnel on psychological health matters, resources, and Interventions.

Develop, teach, and provide oversight for classes that promote and enhance psychological and physical health. Evaluate training opportunities, and professional development activities. Serves as primary consultant and advisor on methods to successfully market the National Guard's behavioral health. Formulates strategies to generate interest, acceptance, and participation by National Guard community consumers, resource suppliers, and eligible National Guard Soldiers and family members regarding psychological health services and community prevention.

Provides professional assessment, advice, education, and training to other military and nonmilitary health care professionals, medical personnel, military commanders/senior leaders, and community agencies concerning primary and secondary prevention programs. Participates as an active member with various teams and groups. Compiles and presents findings of all community and unit needs assessments to the State Surgeon as the basis for the annual psychological health strategic plan. Briefs commanders, senior leadership, and other key personnel on prevention issues. Continues professional development and maintains clinical licensure requirements of continuing education.

  • Must possess a current, unrestricted Montana State license to practice clinical social work independently (LCSW) or a current LCSW from another jurisdiction which has licensing requirements equivalent to MT standards and can obtain MT LCSW.
  • Must have 24 months post-licensure experience in clinical counseling work assignments.
  • Completed National Agency Check (NAC) prior to position assignment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • May occasionally be required to work other than normal duty hours; overtime may be required.

Qualifications

Selective Placement Factors (requirements):
  • Possess a current, unrestricted MT State License of Clinical Social Work (LCSW), or have LCSW in another jurisdiction that has current licensing requirements which are substantially equivalent to Montana standards, and be able to obtain LCSW in MT.
  • Must have 24 months post-licensure experience in clinical social work.
EDUCATION:
A) Must possess a behavioral or social science degree* (see below); or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

B) Four years of appropriate experience that demonstrated knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

C) A combination of both specialized experience and education.

*Must possess a Master's of Social Work from a program accredited by the Council on Social Work Education, proof of completion of 3000 hours post-graduate supervised work experience over a minimum of 24 months, completed background check and proof of passage of the Association of Social Work Boards (ASWB) clinical licensing exam. SPECIALIZED EXPERIENCE:
Must possess at least 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.

Education
