About the Agency
The office of Digital Engagement (PA/ODE) advances the priorities of the Department by expanding the reach of U.S. foreign policy messaging to domestic and global audiences through digital and web-based communication technology. It also plays a unique role as a center for innovation within the Department, serving in a guidance capacity to bureaus and offices seeking to leverage social media tools for their respective outreach efforts. PA/ODE designs and executes digital media strategies that provide content used across the Department and interagency, helping to shape the narrative and influence broad public discussion across priority policy issues.
The incumbent is a Program Analyst in PA/ODE responsible for supporting the efficient and effective functioning of the office across multiple systems/operations. S/he is responsible for the full range of programmatic, budgetary, and administrative activities involved in the development and implementation of broad digital media outreach that allows the Department to reach an online audience in the millions with key policy messaging.
This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).
At the GS-12 level, the incumbent performs essentially the same duties as outlined below; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision.
Develops policies, issuances, and directives. Responsible for providing oversight and coordinating the identification, analysis, and issuance of policies with managers and top level officials of the Bureau. Serves as the focal point for issues affecting and impacting Bureau missions and functions. Determines the applicability and effect of new or proposed legislation, executive orders, departmental directives and other agency decisions on Bureau operations, managerial programs, and requirements. Drafts comments and impact statements and recommendations on these issuances for consideration by Management.
Responsible for directing, implementing, coordinating or overseeing one or more of a variety of management programs impacting PA/ODE, including annual and strategic program planning, program budgeting, acquisition planning and administration, procurement, and mandatory periodic reports to Congress, or other external oversight organizations. Receives guidance from and coordinates efforts with appropriate organizations at the Departmental level (e.g. central authorities for Program and Policy Planning, Budgeting, and Acquisition). Participates in planning and personally conducts special studies, drafts reports of findings and recommendations for use by managers of headquarters functions, and evaluates policies in assigned areas of responsibility. Interprets Departmental policies affecting areas of responsibility and assesses their impact on PA/ODE programmatic activities and recommends actions to achieve organizational objectives, as well as recommends future program objectives and improvements.
Responsible for developing, implementing and monitoring sophisticated management information systems that focus on PA/ODE’s progress in executing long and short range plans, implementing policies, and managing programs by tracking the accomplishment of goals, objectives and priorities established by the statutes, executive orders, the Department, the Under Secretary, or Assistant Secretary. Plans, organizes, and directs team study or work on information systems.
Plans, develops, and coordinates planning management, ensuring that accurate, concise and timely information is available to executive management and policy officials. Designs and administers planning and controls for submission of data, including forming the basis of PA/ODE budget and program resource requests and ecisions. Directs the review of all submissions for substance, conformance with instructions, completeness and authorizations. Responsible for issuance, maintenance and control of final planning and controls documents and their amendments.
Analyze programs and resources to determine what is needed to successfully support and execute PA/ODE mission. Develop regular and ad hoc analytical products to assist management in making timely, fact-based programmatic decisions. Maintains Liason with staff members of the appropriate Departmental or external organizations. Advocates Bureau views and policy positions.
