Duties
This Joint Duty Program opportunity is located within the Department of Homeland Security (DHS), Office of the Chief of the Human Capital Officer (OCHCO), Future of Work (FoW) Office. The FoW Office supports the implementation of the DHS FoW Framework and the Secretary's 2024 FoW Priorities across the Department. This office designs and implements FoW programs within DHS Headquarters (HQ), and facilitates and coordinates FoW initiatives across DHS. The FoW office ensures that DHS realizes a future-focused vision for the workforce while ensuring continuing support for DHS's ongoing mission readiness.
As a Program Analyst, the detailee will support the implementation of the FoW program across the Department. The detailee will have the opportunity to work closely with DHS senior leadership and assist with the execution of the Secretary's 2024 Priorities.
Description of Position Responsibilities:
- Serve as the Executive Secretary for the DHS FoW Governance Board and Full Committee, to include supporting the facilitation of meetings (e.g., scheduling, preparing agendas and materials, and publishing official minutes).
- Identify and schedule internal and external stakeholder engagements; draft and edit FoW-related policies and memoranda for senior leadership review and approval; and provide briefings for team members and senior leaders on FoW activities.
- Serve as the lead on maintaining the FoW SharePoint website, to include building a tool to facilitate information sharing initiatives across DHS components.
- Scan and analyze various sources for relevant program data, work across Components to understanding emerging trends and workforce needs, and provide recommendations on FoW issues relevant to DHS's mission.

Qualifications
Qualifications required:
- Ability to clearly communicate orally and in writing, and to present well-considered and sound recommendations.
- Ability to work effectively in a matrix team environment.
- Ability to take initiative and work with minimal supervision in a remote environment.
- Experience formulating and analyzing data reports.
- Experience using software programs (e.g. Microsoft Office Suite, SharePoint, Teams, etc.) for tracking projects and reporting outcomes.
- Well-organized and be able to multi-task on a variety of projects.
- Experience engaging with Senior Leadership and/or Government Executives.
- Experience facilitating webinars or briefings with stakeholders, partners, or leadership is preferred.
- Strategic Planning and Strategic Foresight knowledge is preferred.
