As a Senior QA expert, plans, develops, and administers program procedures and internal controls, not limited to, QA management in an aircraft environment, occupational safety, and contract management. Responsible for fixed wing aircraft operations, including avionics, electronics, airframes, power plants, mechanical modifications, and general aircraft airworthiness and methodology applicable to NASA, and Federal Aviation Administration (FAA) regulations and requirements.
Occupational Safety: Reports ground safety operations, conducts aircraft safety inspections to identify, report, and correct unsafe conditions which could cause damage to aircraft and/or personnel. Serves as adviser on matters of aviation ground safety. Evaluates safety programs for effective dissemination of information contained in accident/operational hazard/incident reports. Investigates ground mishaps/incidents, determines root causes and corrective actions; and completes formal reporting requirements.
Contract Management: Performs contract administration functions for procurement contracts issued for QA goods/services. Reviews procurement documents, engineering drawings, and specifications to ensure adequate quality requirements are provided in acquisitions. Provides expert QA advice and assistance to Contracting Officers. Works with Contracting Officer Representatives (COR) to ensure all contracts, contractors, and visitors meet the safety requirements of the Center. Monitors delegated agency performance of QA functions and audits delegated agencies for compliance to Letters of Delegation and compliance with contractual terms. Provides expert acquisition and Federal Acquisition Regulation (FAR) interpretation for QA personnel. Provides QA requirement interpretations for contractor and federal agencies. Conducts pre-award surveys to assess contractor's production activities, technical capabilities, and competence to meet contract QA requirements.
QA Management: Administers a comprehensive aircraft QA program for all QA functional program areas, e.g. acquisition, maintenance and manufacturing, supply QA, and staff QA. Performs surveillance and technical quality control inspections to evaluate all sub-areas of related equipment, systems, and procedures. Technical expert on avionics, electronics, airframes, power plants, and mechanical modifications. Advises on principles and aircraft safety techniques. Manages quality surveillance of programs (aircraft log books and records, metrology and calibration, foreign object damage, tool control program, ground support equipment, CADs/explosive, confined space, EMI/ESD, fuel surveillance, HAZMAT/environmental, oil analysis, weight/balance, and unapproved parts).
Establishes quality requirements to support continuous risk mitigation. Oversees/approves QA operations involving aircraft, experiments, and ground support equipment (engine changes, propeller changes, cabin pressurization tests, and mechanical modifications). Serves on the Configuration Control Board, Engineering and Flight Readiness Reviews Boards, and Experimental Systems Readiness Reviews for aircraft modifications. Verifies preflight, post-flight, periodic, and acceptance inspections; and component replacement and operation checks of assigned aircraft/equipment, for adequacy/completeness of work. Verifies accomplishments/documentation of maintenance and maintenance inspections.
Verifies maintenance and maintenance inspections, to include Phase, calendar and hourly inspections. Manages work of others who process aircraft inspections; aircraft repairs that fall under safety critical mandatory inspection points; aircraft weight and balance; Engine borescope inspections; Pilot-static calibrations' Maintenance manual and flight manual change tracking; and aircraft configuration control. Determines procedures for repair or replacement of aircraft components. Monitors/performs quality verification inspections of NASA LaRC and/or contractor's inspections and quality control procedures during maintenance, modification, test, and operation of assigned aircraft, projects, missions, and systems.
Utilizes Government Source Inspection requirements, outlines quality surveillance functions, including audits in accordance with directives, to be performed by NASA and/or delegated agencies, in consonance with product life cycle/risk factors. Recommends delegation of QA oversight for supervisor?s approval via a formal letter of delegation. Investigates/analyzes adverse quality trends/conditions and initiates corrective action. Identifies possible causes for subtle/difficult to trace conditions. Develops refined monitoring and measurement plans to troubleshoot contributing factors, e.g. continued airworthiness procedures. Develops/implement corrective strategies. Develops indicators to provide objective evidence of the effectiveness of quality procedures and controls.
