THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a RECORDS & INFO MANAGEMENT SPECIALIST (KNOWLEDGE MANAGEMENT) (TITLE 5), Position Description Number T5552000 and is part of the IL CAO, National Guard.
Clarification from the agency
This is an open continuous announcement. Initial cutoff will be 31 May 2023. Recruitment will continue through the announcement closing date until the position is filled.
Duties
As a RECORDS & INFO MANAGEMENT SPECIALIST (KNOWLEDGE MANAGEMENT) (TITLE 5), GS-0308-11, you will implement Knowledge Management (KM) initiatives and provide a framework to ensure the assessment, design, development, pilot, and implementation of information across all systems.

- Develop and implement Army policy and programs governing the implementation and management of Knowledge Management (KM) initiatives
- Determine how content will be structured, shared, controlled and made accessible to meet the organization's needs.
- Recommend appropriate technologies to support current policies and practices.
- Advise on opportunities presented by emerging technologies for improvement.
- Develop guidance and policy on processes to institutionalize practices within the ARNG that interface with civilian and other applicable networked systems.
- Build knowledge working groups/teams across the Major Subordinate Commands (MSCs) throughout the state.
- Develop a migration plan for content to support and promote knowledge management.
- Employ various techniques to support the needs of the ARNG Staff through various knowledge mapping and audits.
- Responsible for working with Program Executive Offices, NGB and Defense Information Systems Agency (DISA) to facilitate integration of software to ensure establishment of technical and procedural measures.
- Use collaborative web portals built on Web-Based Applications and data bases.
- Resolve database management system DBMS inconsistencies across the organization in coordination with other information technology specialists and systems.
- The KM will provide training to internal, higher, subordinate, lateral, joint, inter-governmental, and multinational mission partners.
- Integrate training requirements stemming from knowledge management solutions into the overall training plan.
- Evaluate KM training programs and procedures to maintain the integrity of the program through continuous process improvement.

- The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification requirements is IAT level I per DoD Instruction 8570.01-m.
- Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver's license is required.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications
SPECIALIZED EXPERIENCE: You must possess1 year of appropriate specialized experience for the GS-11 level, that equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position. Examples that are typically in or related to the work of the position: Develop guidance and policy, ensure that the KM tools employed have the ability to attain effectiveness, provide technological solutions to all levels. To be creditable, 12 months of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
