Clarification from the agency

U.S. citizens overseas under ordinary resident status are not eligible for appointment under the Status of Forces Agreement. U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. or U.S. Territory for three (3) or more continuous years immediately preceding the start of Federal affiliation.

Duties

  • Serves as lifeguard for indoor/outdoor pools and works under the direction of the Installation Aquatics Program Manager or pool supervisor. Performs life guarding duties and employs safety rules for the protection of the pool guests.
  • Responsible for life guarding guests in attendance at the assigned aquatics facility. Rescues swimmers and administers first aid as required. Attends aquatics and/or safety training as directed. Keeps accurate records and adequate supplies.
  • Assists with scheduling of staff and programs, tracking inventory and ordering supplies. Assists in maintaining pool and area clean and free from any hazards. Provides information to swimmers regarding safety rules and procedures.
  • Tactfully warns patrons who repeatedly disregard safety rules, and follows facility Standard Operating Procedures for disciplinary actions. Assists in coaching or preparing the competitive and non-competitive swimming programs as required.
  • Maintains daily logs and records as required. Other duties as assigned.

Conditions of Employment

  • Direct Deposit and Social Security Card is required.
  • Meet qualification/eligibility/background requirements for this position.
  • A one year probationary period may be required (either initially or upon conversion, if applicable).
  • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2.
  • Incumbent may also required to complete a Tier 1 background investigation for a Common Access Card for physical access to federally-controlled facilities.
  • Subject to additional background checks for having regular and recurring contact with children.
  • Continuous exposure to sun and prolonged periods of high temperature and humidity.
  • In case of exposure to infectious disease, incumbent is required to obtain the Hepatitis B vaccination series within a 24-hour period.
  • Physical and immunization is required.
  • Incumbent is required to follow environmental safeguards and wear personal protective equipment.
  • May be assigned to irregular duties or when needed for special recreational events and related requirements.
  • Eligible citizenship is U.S. citizen or non-U.S. citizen under Japan/U.S. SOFA agreement. U.S. citizens overseas under ordinary resident status are not eligible for appointment under the Status of Forces Agreement.

Qualifications

Possesses and maintains the following certifications:
  • Lifeguard (American Red Cross or nationally recognized equivalent i.e. Star Guard or Ellis);
  • American Red Cross "Cardio-Pulmonary Resuscitation for the Professional; CPR for the Professional Rescuer or equivalent (i.e. Star Guard or Ellis);
  • First Aid.
Customer service experience.

Highly Desirable:

American Red Cross Lifeguard Instructor or nationally recognized equivalent i.e. Star Guard or Ellis Lifeguard Instructor Certification; OR American Red Cross Water Safety Instructor or nationally recognized equivalent i.e. Star Guard or Ellis Water Safety Instructor Certification. In addition, Automated External Defibrillator (AED) certification must be obtained within two weeks of reporting for duty.

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are not authorized, based on a determination that a PCS move is not in the Government's interest.
Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Incentives will not be paid.
Foreign Overseas Allowances
  • Foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
  • Post Allowance will not be paid.
