Job Description (Please follow all instructions carefully)

Summary

The primary purpose of this position is to transform strategic guidance and operational direction as contained within specified commanders and regional combatant commander's wartime operational plans (OPLANs) and develop them into executable wing tactical and combat action plans.

Duties

Author, publish, and distribute the base OPLAN 801X operation plan to wing and Air Mobility Command (AMC) organizations.

Develop supporting and action plans; coordinate wing maintenance, operations, and support activities; direct aircrew combat mission training; and execute feasibility analyses in support of nuclear war-fighting operations.

Direct and train a deliberate and adaptive combat planning team which consists of as many as 10 multi-discipline war planners.

Develop, administer and document written exams to evaluate the proficiency KC-135 combat aircrews. Assesses combat mission-training and certification requirements, and long-range planning for KC- 135 pilots, navigators, and boom operators.

Develop 452 AMW war, contingency, and readiness plans in support of the regional combatant commanders.

  • Must be able to obtain and maintain a Top Secret Clearance.
  • This position is subject to provisions of the DoD Priority Placement Program
  • Recent experience with U.S. Strategic Command command and control procedures and KC-135 801X (or civilian equivalent) procedures is desirable
  • Experience as a KC-135 (or civilian equivalent) pilot or navigator is highly desirable
  • Familiarization with C-5/C-17 /C- 130/KC-135/KC-1 O/B-52/B-2/E-6/E-4 (or civilian equivalent) aircraft capabilities, performance, configuration, limitations, etc., is highly desirable
  • May be required to perform Temporary Duty (TDY). TDY may require the use of regularly scheduled commercial or military transportation
  • Disclosure of Political Appointments is required
  • Employee is subject to call 24 hours a day, 7 days a week in support of war, contingency, or exercise operations. The employee is also subject to working 12-hour shifts
  • Direct Deposit: All federal employees are required to have direct deposit.
  • In the absence of the supervisor, may be required to serve as acting supervisor.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Group Standard for Administrative & Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience assisting with assessing the productivity, effectiveness, and efficiency of flight program operations plans and/or analyzing and resolving problems; developing detailed plans, goals, and objectives for the long-range implementation and administration of flight operations and transforming strategic guidance and operational direction as contained within specified wartime operational plans (OPLANs) and developing them into executable tactical and combat action plans.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of various organizations' operations, policies, practices, and procedures; various factors involved in total flight planning, such as the enroute mobility system, locations, capabilities, restrictions, and unique limitations, aircrew flying limitations, and crew rest requirements; and aircraft systems, performance capabilities and limitations and of flying regulations and aircrew procedures relating to KC-135 (or civilian equivalent) combat and combat support operations.

2. Knowledge of air transportation directives, plans, regulations, techniques, systems and processes; flight operations, instrument flight rules, Federal Aviation Regulations, airfield information and restrictions, en route supplements; i.e. runway length, load bearing capability, type of fuel available, etc.; flying instructions, Flight Information Publications (FLIP) documents, guidelines, and worldwide route planning, international airway routes and structure, oceanic routes, controlled and special use airspace aeronautical charts, airways, and flight safety issues.

3. Ability to produce written plans, policies, procedures and guidelines and ability as a classroom instructor, to include the preparation and delivery multi-media lesson plans. Ability to effectively brief senior officers and large audiences.

4. Knowledge of various computer systems and applications that pertain to transportation operations and those systems required to perform the work demonstrated to flight plan using the Joint Mission Planning System (JMPS), Falcon View and manual methods, to include applying polar grid computations.

5. Ability to plan and produce highly complex and integrated plans and mission planning products in volume and experience in all facets of desktop publishing methods (graphics, layout design, scanning, and digital photography) is highly encouraged.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is a 'Key' position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
