Conduct safety and health inspections in all types of industry, i.e., general industry, construction, maritime, etc., including those involving fatal accidents. Conduct inspections and investigations in establishments and work sites covered by the Occupational Safety and Health Act in a variety of industrial settings covering a wide range of work processes. Plan, schedule, and conduct inspections and investigations in establishments and work sites where the likelihood of a high degree of hazard can be expected. Conduct opening conference with employers and employee representatives to explain the purpose and scope of the inspection or investigation. Review and evaluate establishment's accident history and safety program. Conduct walk-through inspection of establishment work sites, observing work operations and conditions, noting hazardous conditions or unsafe work practices. Make measurements and take samples to determine hazards and accrue evidence needed to prove violations of safety and health standards. Use a variety of sampling and measuring devices such as sound level meters, velometers, air sampling testers, etc. Take photographs of hazardous conditions which may be useful in final review of case or subsequent legal action. Conduct closing conference with the employer to review hazards and/or violations noted; advise employer of possible action which may be proposed as a result of inspection or investigation; advise employer of rights and obligations under the Occupational Safety and Health Act; and determine the estimated time required for abatement of each hazardous condition. Conduct investigations of accidents of fatality. Conduct interviews with witnesses, employees, medical personnel, police, or other personnel who may have information bearing on the case. Recommend the type of citations and proposed penalty by determining the degree of exposure to the hazard, the probability and possibility of injury and the expected severity of injury. Testify in contested court cases as a witness under oath and is subject to examination conducted by attorneys representing both and agency and the employer. Assist in the on-the-job training of lower grade compliance officers by accompanying them during inspections and investigations; reviewing case reports and providing consultations with respect to the proper application of standards. Provide engineering advice and assistance when load ratings, stress calculations, design criteria, or other technical considerations are involved.
