Duties
This is an opportunity within U.S. Customs and Border Protection (CBP), Operations Support Office (OS), Planning, Analysis and Requirements Evaluation Directorate (PARE) to serve as a Senior Planning Advisor within the Integrated Planning and Requirements Division.
The PARE Directorate serves to strengthen and integrate CBP operations through a comprehensive understanding of the operating environment; domestic and international relationship building and coordination; analytically based decision support; development and advocacy for operational needs; and promoting unity of effort and information sharing.
This is a unique opportunity to join a newly established team that will work with the CBP Capabilities Integrator and the CBP Operational Requirements Branch to establish an operational requirements community that will focus on identifying organizational capabilities, identifying operational requirements, streamline processes, and identify non-material solutions. The candidate will support all aspects of operational requirements and work with the team to help build requirements for a communication/transparency tool to enhance the customer experience. This assignment may include, but is not limited to, the following:
*Serve as an expert-planning analyst in the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
*Analyzes and develops planning strategies, and methodologies to determine the adequacy of agency policy and regulations.
*Plans, conducts, or participates in special studies or task forces, provides assistance to headquarters field offices.
*Provides technical assistance and direct support to management staff in all matters relating to the application of planning systems and management systems to meet mission requirements.
*Aids headquarters and field offices; with developing, reviewing and evaluating policies, directives, memos, or statistical standards.
*Collaborate with operational components as necessary for identifying and processing operational requirements.

Qualifications
Qualifications required:
- *Superior interpersonal and administrative skills to provide written and oral reports with conclusions, alternatives and recommendations on agency policies, projects, or studies for DHS.
- Ability to plan, organize and direct team and task force efforts across organizational lines, including the ability to monitor progress to ensure that realistic objectives and milestones are established, to clearly assign responsibilities, and to get mission requirements accomplished in a timely manner.
- Ability to apply analytical techniques in innovative ways and summarize analysis results in briefings or written reports for non-technical audience.
- Ability to review strategy, capabilities, and requirements and help identify ways to ensure traceability.
- Strategic and critical thinking is a plus (design thinking is also a plus)
- Ability to effectively communicate, both orally and in writing, and to present well-considered and sound suggestions.
- Knowledge of operational data (USBP, OFO, AMO, and/or TRADE) is a plus.
- Knowledge of Capabilities Taxonomy, and Operational Requirements development is a plus.
- Knowledge of DHS JRIMS is a plus.
- Knowledge of Integrated Service Architecture a plus.
- This assignment requires the use of a government-issued laptop and cell phone, which must be issued by the employee's home office.
- Occasional travel may be required.
