    Responsibilities

    The Oncology/Dialysis Social Worker is assigned clinically and administratively to Social Worker Service, located at David Grant Medical Center, a Military Treatment Facility (MTF) at Travis Air Force Base; and operates under the NCHCS, DOD, and VISN procedures and policies, as well as The Joint Commission, OIG and other regulatory agencies. The interface of a joint DOD and VA environment requires knowledge of both systems and intervening within the interface of these two systems is critical, to assure success of these and future ventures as well as to ensure continuity of care for veterans and military service members and their families. Patients served include both Department of Defense (DOD) and VA patients in the Radiology, Oncology, and Dialysis Joint Incentive Funding (JIF) -programs. However, programs and patient census can fluctuate in the various medical programs and consequently, primary program assignments are subject to change. Additionally, incumbent provides coverage for inpatient and outpatient medical social work services in a variety of medical programs as needed. The incumbent's primary focus is to provide social work services and interventions to eligible veterans, military personnel, and military family members with highly complex health and mental health problems. Professional social work interventions are provided as a means of assisting them to meet biological, psychological, social, and environmental needs. In addition to providing a variety of generalist social work functions, this Social Worker is assigned responsibility for clinical program effectiveness and modification of service patterns. As the specialized Social Worker for the oncology/dialysis clinic, the incumbent's role is to provide supportive counseling and appropriate case management services to reduce the person-served stress and maximize psychosocial well-being throughout all phases of diagnoses and treatment. The person-served have complex health and psychosocial needs which require a high degree of clinical oversight and creative problem solving. The incumbent provides clinical psychosocial and case management services to eligible veterans, military personnel, and their family members to meet biological, psychological, social and environmental needs under the guidance of a Senior Social Worker. Services include educating veterans, military personnel, and their families regarding the resources available at both the VA, DOD, and in the community, while providing psychosocial treatment, advocacy, supportive counseling, assessment, placement, facilitating family meetings, acting as liaison between treatment providers, and coordination of referrals to appropriate VA, DOD, or community service providers / agencies as needed. Case management services are provided to maximize outcomes of medical intervention by addressing needs.

    Basic Requirements:
    • United States Citizenship: Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA policy).
    • English language proficiency: Candidates must be proficient in spoken and written English.
    • Education: must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work. (TRANSCRIPTS REQUIRED)
    • Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. (COPIES OF LICENSE OR CERTIFICATION MUST BE SUBMITTED WITH APPLICATION PACKET)
    May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation).

    Grade Determinations:

    Social Worker, GS-11

    Experience and Licensure. Appointment to the GS-11 grade level requires completion of a minimum of one year of post-MSW experience equivalent to the GS-9 grade level in the field of health care or other social work-related settings, (VA or non-VA experience) and licensure or certification in a state at the independent practice level.

    Education. In addition to meeting basic requirements, a doctoral degree in social work from a school of social work may be substituted for the required one year of professional social work experience in a clinical setting.

    Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:

    (a) Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services.

    (b) Skill in independently conducting psychosocial assessments and treatment interventions to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diversified backgrounds.

    (c) Knowledge of medical and mental health diagnoses, disabilities and treatment procedures (i.e. acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology) to formulate a treatment plan.

    (d) Skill in independently implementing different treatment modalities in working with individuals, families, and groups who are experiencing a variety of psychiatric, medical, and social problems to achieve treatment goals.

    (e) Ability to provide consultation services to new social workers, social work graduate students, and other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment.

    SUBSTITUTING EDUCATION FOR EXPERIENCE AT THE GS-11 LEVEL: To meet the required specialized experience for the GS-11 level, applicant may substitute a doctoral degree in social work from a school of social work. You must submit a transcript to receive credit for this education.
