THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-1702-05/06/07 TRAINING TECHNICIAN (TITLE 32), Position Description Number D0600000 in SPMD 1921 and is part of the MO Camp Clark Training Site.
APPOINTMENT FACTORS: This is an Indefinite/Permanent (may retain current tenure if on-board) Excepted Service position. This is a bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

WHO MAY APPLY: All qualified Missouri traditional guard members and those eligible for enlistment, appointment or transfer into the Missouri Army National Guard.
Duties
- Oversees and serves as the point of contact for the operation of the Army National Guard Major Training Area (MTA) training and audiovisual support office, learning center and simulation centers.
- Develops standing operating procedures for use and operation of facilities.
- Prepares lesson plans and organizes periods of instruction for use and operation of simulation center hardware.
- Coordinates with the Supply Clerks to ensure that learning and simulation centers are operational and required training aids, audiovisual equipment, simulation devices, and components are requisitioned, safeguarded, and maintained.
- Prepares charts, map overlays and graphics required for the operation and management of facilities located within the range complex and for development plans for future facilities.
- Drafts and after approval, publishes range schedules, firing orders, notifications and training directives.
- May be required to maintain rosters of personnel with approved or pending security clearances.
- May prepare and maintain security control records for classified material received.
- Maintains contents of classified document containers and ensures disposal of outdated documents as prescribed by regulations.
- Maintains Directorate equipment records (less audiovisual equipment, training aids, and simulation hardware).
- Conducts periodic inspections to determine adequacy of operator maintenance being performed.
- Performs other duties as assigned.
Conditions of Employment
- If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status.
- If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status.
- Any other individual selected for this position will be Indefinite.
- Management has the right to convert this position to permanent status without re-advertising.
- Indefinite employment can be terminated with a 30 day notice.
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

Qualifications
MILITARY REQUIREMENTS:Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion).
GENERAL EXPERIENCE: Must possess one year on-the-job experience; education and validated understanding of the basic principles and concepts of this position; experience, education, or training that demonstrates your ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform and learn to perform the duties of this position.
GS-07 SPECIALIZED EXPERIENCE: Must possess 12 months of specialized experience that demonstrates your ability to assist with the management of firing ranges, and training and bivouac areas, prepare lesson plans and organize periods of instruction for use and operation of a simulation center; prepare charts, map overlays and graphics required for operation and management of facilities; and gather data and prepare and submit reports. Basic knowledge of Army vision, values, organization, policy, and mission is mandatory. Experience conducting, supervising, or developing education or training programs; working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries; knowledge of audio-visual presentation, educational tests and measurements, and instructing techniques; scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies.
GS-06 SPECIALIZED EXPERIENCE: Must possess 9 months of specialized experience that demonstrates your ability to assist with the management of firing ranges, and training and bivouac areas; prepare lesson plans and organize periods of instruction for use and operation of a simulation center; prepare charts, map overlays and graphics required for operation and management of facilities; and gather data and prepare and submit reports. Experience conducting, supervising, or developing education or training programs; working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries; knowledge of audio-visual presentation, educational tests and measurements, and instructing techniques; scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies.
GS-05 SPECIALIZED EXPERIENCE: Must possess 6 months of specialized experience that demonstrates knowledge of and skill in applying training rules, regulations and procedures; ability to perform administrative and clerical duties; and assemble data into proper format as directed by oral or written instructions. Experience conducting, supervising, or developing education or training programs; working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries; knowledge of audio-visual presentation, educational tests and measurements, and instructing techniques; scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies.
This position may be filled at the GS-05 or GS-06 trainee grade or the target grade of GS-07. An applicant who is selected at one of the trainee grades will have potential for promotion to the target grade of GS-07 without further competition. Promotion to full operating/journeyman level will be made after qualifications and eligibility requirements have been met and the incumbent is performing at the higher level in a satisfactory manner.

Education
Must possess high school or general equivalent degree. An undergraduate academic degree, with courses in education, English grammar and composition, speech, psychology, guidance, and sociology; or social and behavioral sciences is desirable.
