Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a GS-0184-11 VISUAL INFORMATION SPECIALIST (TITLE 5), Position Description Number T5171000 and is part of the MO Directorate of Information Management.

APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a bargaining position.

Duties

  • Plans and administers the state’s VI program. Oversees the development of immediate and long-term plans. Develops policies, directives, and standard operating procedures (SOP).
  • Manages the state’s VI architecture, ensuring all changes are properly documented.
  • Coordinates with various outside agencies/contractors on projects that may involve research, procurement and installation of contract services.
  • Directs design of unique projects from inception to completion through application of innovative solutions in the use of multimedia technologies.
  • Accepts or rejects customer produced or procured materials.
  • Analyzes statistical information, personnel data, or general descriptions of information to be visually depicted.
  • Selects appropriate visual media for the project that will best represent the information to be presented.
  • Directs page layouts allowing for line art, photographs, graphs and other graphics.
  • Manages the state’s Visual Information Support Center.
  • Maintains the state’s defense visual information activity number (DVIAN) account. Coordinates VI usage logs and submits required reports.
  • Manages Internet server operations through continuous maintenance and updates of information as dictated by the staff offices and units.
  • Works with the functional proponents of databases to convert those databases to interactive HTML web page files.
  • Assists staff offices and units with technical advice and information for efficient data transmission into web pages.
  • Works with the Data Base Manager to develop interactive databases for applications on the web.
  • Performs other duties as assigned.

  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Must possess or be able to obtain the proper secret clearance (type and level) within one year of appointment according to DoD Personnel Security Program Management Directives.

Qualifications

GENERAL EXPERIENCE: Must possess experience, education or training in a variety of principles of visual design; knowledge of various visual and communication information; experience using computer graphics software package to produce printed material, establish formats, and ready-made images using artistic judgement; experience operating and maintaining various types of visual equipment such as motion picture equipment, slide and still embossing equipment; ability to determine the best method and media to accomplish a design and to develop and produce a variety of requested visual products; experience planning and managing the preparation and use of photographs, illustrations, drawings and various kinds of visual material for use in communicating information through visual means; knowledge of various methods of visual display and the ability to present informaiton in a visual form that will convey the intended message to, or have the desired effect on, the intended audience; and experience using computer and automation systems.

GS-11 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-09 grade level that demonstrates the knowledge of visual information and other means of communication through information management and experience that provided a broad knowledge of principles and techniques associated with complex visual design, specialized fields of illustrating, photography, and exhibits. This specialized experience must have also provided experience forecasting appropriate visual media for projects being represented to the public and experience consulting with officials to determine concepts, visual direction and transmission of information conveying organization's message.

Education

Graduate degree in photography, radio or television production, motion picture production, or other fields related to the position may be qualifying at the GS-11 level.

YOU MUST submit copies of college transcripts that identify each course, the college or university, semester or quarter hours earned, grade and grade-point received.

3. You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA call center or online.

NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214.

If claiming 10 point preference, you will need to submit a Standard Form, SF-15, "Application for 10-point Veterans' Preference."

This higher numeric value group is applied for those candidates who possess the type and quality of experience that substantially exceeds the minimum qualifications of the position, including all selective placement factors and appropriate numeric ranking factor(s) as determined by the job analysis and crediting plan. To be Highly-Qualified, the candidates are considered, by the Human Resources Specialist (Staffing), as highly proficient and fully competent to effectively perform all the job requirements and can successfully perform in the position almost immediately, or with a minimum amount of training and/or orientation.

b. Well-Qualified: The numeric value group normally ranges from 80-89 points. This next lower numeric value group is used for those candidates that meet the minimum qualifications of the position and are proficient in most, but not all, of the requirements of the position. Candidates may require some training and/or orientation in order to satisfactorily perform the duties of the position.

c. Qualified: The numeric value group normally ranges from 70-79 points. This lowest group is for those candidates who meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates will require extensive training and/or orientation in order to satisfactorily perform the duties of the position.
