Summary

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

The typical seasonal entry-on-duty period is April - October but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: April 2025.

Duties

This position is restricted to preference eligibles only (Veterans 5 U.S.C.& 3310).Applications will be accepted from non-preference applicants. Hiring certificates will be issued with preference eligibles first. If no qualified, preference eligible applicants are available then a certificate of non-preference eligibles may be issued.

An applicant's eligibility will be determined based on eligibility claimed in the questionnaire and proof of eligibility MUST be provided with application.

DUTIES:

Does a full range of cleaning duties in an assigned area following general instructions on the work to be done. Scrubs, strips, waxes and polishes floors using heavy (industrial type) powered scrubbers and buffers. Washes walls using powered wall washing machine and/or by hand. Vacuums/cleans rugs using heavy vacuum cleaner. Adjusts, cleans and oils these machines and changes brushes, rollers, buffers, and other attachments on them. Washes and replaces blinds and washes ceiling fixtures and room partitions using ladders and scaffolds. Moves heavy furniture, supplies and equipment. Replaces and/or installs paper goods, etc, in restrooms. Uses various preparations to clean and maintain linoleum, wood, marble, and various kinds of floor, wall and ceiling surfaces. Removes stains from a variety of surfaces using chemicals and cleaning solutions.

Occasionally works on ladders and scaffolds to change light bulbs, wash walls, etc. Runs powered cleaning equipment; cleans and oils it, and changes brushes and accessories. As required, keeps shop areas clean and in order. Sweeps and wet mops floor and removes oil, hydraulic fluid, grease, and other spilled liquids. Moves heavy boxes, crates, parts, or other obstacles in order to clean up the area and picks up scraps of wood, metal and other materials. Removes scrap and trash cans from area to central pickup point. Wipes benches, machinery etc. as directed. Performs general trash collection/removal from areas such as offices, restrooms, public areas, etc. On a regular and recurring basis operates light duty motor vehicles weighing up to 10,000 pounds (such as pick-up trucks, panel trucks, flatbed trucks, etc?) to transport personnel, material, or equipment to work sites located on the park.

Occasionally provides general labor assistance to others in the maintenance of buildings, grounds, roads, trails, etc.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You may be required to complete training and operate a four-wheel drive vehicle.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime work.

Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.

The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM.

Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations.

Physical Demands: The work performed requires moderately heavy physical effort and involves lifting and moving objects over 40 pounds and occasionally objects weighing over 23 kilograms (50 pounds). Custodial workers must move and control heavy equipment, carry and set up ladders and scaffolding, and work from ladders and scaffolds. Grade 2 custodial workers must move and control heavy equipment, carry and set up ladders and scaffolding, and work from ladders and scaffolds. Frequently, they must lift and move objects weighing about 18 kilograms (40 pounds), and occasionally objects weighing over 23 kilograms (50 pounds).

Working Conditions: Usually works indoors in areas, which normally have adequate, heat, light, and ventilation. The incumbent is exposed to vibration from heavy equipment and to skin irritations from strong cleaning solutions used in stripping floors, etc. Care is required to avoid serious injuries when working on ladders and scaffolds. Grade 2 Custodial Workers usually work indoors, in areas which normally have adequate heat, light, and ventilation.
