Qualifications
AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.
AREA 1 = All permanent Technician Officers, Warrant Officers and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 2 = All indefinite Technician Officers, Warrant Officers and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 3 = Officers, Warrant Officers and Enlisted currently serving members of the Puerto Rico Army National Guard.
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES:
As a ACCOUNTING OFFICER (D1085P01),GS-0510-12, you will serve as an Accounting Officer with responsibility for managing the total accounting function for the state ARNG. This involves performing and supervising accounting functions and policies within the state. The incumbent is responsible for the accuracy, integrity, and reliability of financial data recorded in the accounting system and performs professional accounting analysis and reconciliation relating to the financial activities of the respective state ARNG. The work requires the design, adaptation, and/or installation of automated accounting systems. In addition, the incumbent renders financial advice and assistance to senior management.
PHYSICAL DEMANDS:
The work is primarily sedentary with some carrying of computer reports, boxes, or ledgers. There are no special demands.
WORKING ENVIRONMENT:
Work is usually performed in an office setting and requires the incumbent to exercise normal safe work practices.
QUALIFICATIONS REQUIRED:

GENERAL EXPERIENCE:
In addition to meeting the basic entry qualification requirements, evaluate applicant's knowledge, skills, and abilities for:
-Skill in collecting and analyzing data effectively, efficiently, and accurately;
-Skill in applying procedures and directives by reading and interpreting program material;
-Skill in presenting formal training presentations and briefings;
-Ability to prepare reports and presentation formats.
SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year of specialized experience at the next lower GS-11 level, or the equivalent THIRTY-SIX (36) months performing or supervising duties such as providing financial accounting advice, analysis, and assistance regarding the development of accounting policies, systems, and operating procedures; planning, executing, and installing all new and/or improved accounting systems within the division; designing, developing, adapting, revising, evaluating, and implementing systems including those utilizing automatic data processing equipment; studying accounts, reports, and procedural instructions within the broad area of assignment and, any legislative and program background pertaining to this program; holding discussions with program officials, employees, supervisors, etc., to learn the details of work processes and procedures; drafting instructions, procedures, manuals, etc., to implement the proposed system or to correct deficiencies in the accounting system uncovered during the study; providing advice on the effects of accounting changes approved and performing related duties necessary to the development of balanced recommendations; monitoring work operations to assure full compliance with procedures and published directives; making formal presentations of completed systems packages including the acceptability of the data processing system applied to higher management levels for final approval. acting as catalyst between various office segments and assures smooth continuity of operations; providing financial advice and expertise during the development of integrated accounting systems; providing professional accounting assistance and systems design support in the development of automated accounting systems and operating procedures for the Financial Manager; providing technical assistance during all phases of the development, establishment, and maintenance of integrated accounting systems; serving as a professional accountant administering accounting systems; performing duties involving: receipt and distribution of funds throughout the state; maintaining the standard general ledger reporting system; employing accounting policies/standards in the resolution of unprecedented problems/situations; and utilizing non-conventional methodologies as required; implementing policies and procedures encompassing different facets of accounting, i.e., general fund accounting, cost accounting, and reimbursement accounting and working capital funds; supervising the work of the Fiscal Accounting Branch within the Comptroller Division.

This is a Financial Management Level II Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment.Members of the financial management workforce must achieve the appropriate certification level for their positions within TWO (2) years of notification of applicable certification requirements or the period of any extension. Failure to comply with this directive will result in terminated employment.
Copy of successful completion of Financial Management (FM) Level I or II certificate must be submitted with your application.
