Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a ACCOUNTING OFFICER (TITLE 5), Position Description Number T5135P01 and is part of the NC USPFO, National Guard (USPFONC-Fiscal Accounting Branch / Manning Document 152E-201).

Duties

As an ACCOUNTANT OFFICER, GS-0510-12, you will provide financial accounting advice, analysis, and assistance to the Financial Manager, USPFO, and all organizational elements of the respective state NG regarding the development of accounting policies, systems, and operating procedures; provide both professional accounting assistance and systems design support in the development of automated accounting systems and operating procedures for the Financial Manager; provide all resource management functional areas with technical assistance during all phases of the development, establishment, and maintenance of integrated accounting systems; serve as a professional accountant administering accounting systems; perform duties involving: receipt and distribution of funds throughout the state; maintaining the standard general ledger reporting system; analyzing report data which records transactions within the system for the purpose of correcting errors, recommending action on unfavorable trends, and preparing financial schedules for briefings, etc.; revising the system structure to implement new reporting requirements; and advising and assisting financial analysts in supported organizations on their matters; supervise the work of the Fiscal Accounting Branch within the Comptroller Division; plans subordinates; assignments and distributes workload according to priorites and work complexity; provies counsel and instruction on work problems and administrative matters.

Qualifications

EDUCATION REQUIREMENTS
Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law.

OR

Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in paragraph one (subject: Degree), provided that:
(a) The applicant successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining;
(b) A panel of at least two higher level professional accountants or auditors determined that the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study degree, as described above in Paragraph One; and,
(c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

SPECIALIZED EXPERIENCE: Must HAVE at least 1 year equivalent to the next lower grade level (GS-11) of financial accounting and/or performance accounting experiences, in accounting preparation and planning, in preparations and oral presentations that involved financial findings or discovered conditions, and presenting researched recommendations for remedial actions. Experiences included training and guiding employees on various finance programs and assigning tasks. Experiences involved accounting program assignments, balancing finance program work requirements, compliance with specific finance program policies, and providing advice, mentoring, and directions on a wide variety career development options. Must have professional experiences in addressing specific employee performance issues. Must have demonstrated experiences in structuring assignments that created effective and efficient performance results with measured and improved task processes.

--Duties also require the design, adaptation, and/or installation of automated accounting systems, and an understanding of the characteristics and capabilities of the accounting software.

--Knowledge of professional accounting theories, concepts, principles, and practices are required to conceive new approaches to existing programs, establish programs central to the mission of the "agency" (NGB level), resolve problems of vital importance to the "agency" (NGB level), etc. Illustrative work that requires developing and maintaining complex automated subsystems to produce accounting and financial information on a "worldwide" system.

--Knowledge to provide both technical and administrative supervision over the position.
