Duties
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This position is located in the US Property and Fiscal Office (USPFO) Comptroller Division, in Phoenix, Arizona. The purpose of this position is to provide analysis, validation, processing, and correction of financial transactions and issues/discrepancies involving the full range of accounting services. Incumbent uses a complete understanding of inter-related work systems across multiple functional areas and their interoperability to ensure the validity and accuracy of all obligations, disbursements, collections/deposits, and adjustments related to financial records.

- ARIZONA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Army National Guard, in a military organization supported by the USPFO.
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a trial period.
- Participation in direct deposit is mandatory.
- Incumbent must possess and maintain a current state driver’s license.
- This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. (cont.)
- Incumbent shall comply with the requirements of this certification program.
- Certification Level 1: THIS IS A FINANCIAL MANAGEMENT Level 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, (cont.)
- Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. (cont.)
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. (cont.)
- Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.
Qualifications
Military Grades: E-1/PVT to E-6/SSG
Compatible Military Assignments: Possess or able to obtain the MOS of 36B and/or 42A
SPECIALIZED EXPERIENCE:
1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training of total accounting procedures. Experience planning, organizing, and coordinating work to resolve problems that occur.
Education

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
1.Uses broad, in-depth, practical knowledge and judgment to reconstruct inaccurate accounts, gathers and organizes information for inquiries and resolves problems referred by others.
2.Comprehensive knowledge of and skills in the interrelationships of various financial, fiscal accounting and computer file systems, and their content to resolve problems.
3.Knowledge and skill to examine accounts and resolve difficult reconciliations that may result from different accounting codes used due to deployments and contractual issues that require an analysis of adjustments and making corrective entries in applicable accounts.
4. Knowledge of analytical and evaluative techniques to conduct a variety of fiscal reconciliations, reviews, and account adjustments, including associated budget adjustments necessary to balance all Program Managers' accounts with both the approved budget and the federal database of record.
5. Knowledge and skill of fact finding and investigative techniques that identify, analyze and recommend solutions regarding fiscal accounting activity, such as: system administration, funds control, commitments, obligations, disbursements, pre-payment validation, reimbursements
(Military Interdepartmental Purchase Request's, Letters Of Authority, 285-R's, etc.), cash collections, reconciliations, fiscal year start-up, monthly close out (culminating with fiscal year close out) accounting processing and their effect on accounting for federal resources.
