The primary purpose of this position is: This position serves as acquisition specialist responsible for managing acquisition activities for multi-year acquisition of services programs providing highly specialized scientific and technical intelligence (S&TI) analysis support for creating integrated predictive intelligence, enabling military operations, force modernization, and policy making.

Duties

DUTY 1: Acquisition Management. Manages contractual actions supporting single and multi-year services acquisitions. Advises Group/Directorate technical managers and subject matter experts (SMEs) on acquisition strategies and procedures necessary to obtain the required technical support.

DUTY 2: Acquisition Oversight. Conducts contract surveillance, quality assurance and administration activities.

DUTY 3: Acquisitions and Contractual Compliance. Ensures acquisitions are in compliance with established regulations, policies and guidance.

DUTY 4: Organizational Representation. Represents the Division Chief and Technical Advisor serving as the primary point of contact for projects assigned with sponsor/customer, other external organizations and higher authorities.

Qualifications

"This position is a developmental position and will be filled at the GG-07 level with promotion potential to the GG-12. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements."

This is a GG-07t12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-07t12 duties for the "Administrative and Management" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-07t12 level. The selectee's salary will be set within the 07t12 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

QUALIFYING EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of the principles, policies, and practices of systems acquisition and program management to plan, organize, and manage critical segments of the development, production, and/or deployment of systems, subsystems, and equipment that are within the state-of-the-art but require significant new application of principles. Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs and support activities to ensure that programs are within schedule, baselines, costs, etc.; knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of systems acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program direction; knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and user commands that govern, interface with, and/or influence the systems acquisition process and integrated life-cycle management.

EDUCATION: 1 full academic year of graduate education or law school or superior academic achievement
OR

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of laws, principles, policies and practices of systems acquisition and management principles.
  2. Knowledge of business, management, contracting and technical concepts to evaluate contractor proposals and activities.
  3. Knowledge of mission, roles, functions, organization structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process.
  4. Skill in gathering, assembling, and analyzing facts; identifying changes, trends, and problems; applying analytical and evaluative techniques; drawing conclusions; and devising solutions to problems or issues of a procedural or factual nature.
  5. Ability to communicate orally and in writing, clearly, concisely, and with technical accuracy; ability to establish and maintain good relationships with individuals and groups within and outside the Center.
  6. Ability to plan, organize, lead and manage critical aspects of research, development, production and support of a system, subsystems, or equipment and integrate, analyze and manage a variety of acquisition functions in support of the process.
CONDITIONS OF EMPLOYMENT CONT.
  • This position is covered by the DCIPS, and as such will subject the incumbent to those examinations and / or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101.
  • Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI) and other intelligence-related Special Sensitive information to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This position is Acquisition Category A Level II and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position. Employee is expected to meet Continuing Acquisition Education requirements.
