The primary purpose of the position is to provide program managers and the Director with objective information and analysis for making Air Force investment decisions and adjustments for highly classified US advanced technology assurance programs, by accomplishing a wide variety of assignments concerned with program execution and resource allocation.

Duties

NH-03
Duty 1: Serves as recognized program authority on assigned acquisition programs and renders expert advice on assistance to Director, AFRCO. Responsible for program support on specialized, rapid response capabilities of specials interest to the SECAF and CSAF. Executes polices, planning, and procedural aspects of acquisition programs.
NH-04
Duty 1: Communicates and integrates the organization's strategic plan, mission, vision, and values into the team's strategies, goals, objectives, work plans, and work products and services.
NH-03/04
Duty 2: Represents the Air Force, SAF/AQ, and DAFRCO as appropriate. Supports and maintains a team relationship among all participants in assigned acquisition programs, dealing directly with senior levels of government and industry.
Duty 3: Routinely works with PEOs, DACs, field activities, and others to resolve program issues. Works closely with a variety of external organizations to resolve programmatic issues and participate in special projects.
DUTY 4: Ensures effective management techniques are developed and utilized to maintain oversight and control of acquisition programs' funds, execution status, and funded/unfunded requirements.
DUTY 5: Provided only broadly-defined guidance, in turn, independently organizes and leads appropriate teams to resolve problems essential to meeting mission needs.
DUTY 6: Develops and presents oral or written positions to upper management including Air Force Secretariat and DoD organizations, to other agencies, the Congress, and industry.

  • Employee is in a designated position that requires consent and thereafter be subject to and successfully complete, an initial, periodic and random counterintelligence (CI)-scope polygraph examination as a condition of employment.
  • (Cont) The employee must successfully take and pass a Counter Intelligence Polygraph (CSP) Examination.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force civilian Drug Testing Program. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing
  • This position is part of the Acquisition Professional Development Program (APDP). The employee is expected to meet the functional area certification requirements within the timeframe range of 1 - 5 years from appointment date into the position.
  • (Cont) The employee and manager are responsible for ensuring completion within the given time period. Position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months

  • Employee must be able to obtain and maintain a Top Secret w/SCI clearance. Employee must be able to obtain approval for additional security access programs
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments. Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year
  • May be required to work overtime on an unscheduled or emergency basis
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance
  • In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

SPECIALIZED EXPERIENCE:
NH-03:
Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11or equivalent in the Federal Service. Specialized experience must include in-depth knowledge of DoD and agency policies, procedures, and processes for Director/Deputy Director of PKDAFRCO acquisitions; Expert knowledge on a wide range of government, agency, and local guidelines and business practices including contracting statues, regulations, policies, and procedures impacting classified contracting; ability and professional stature to lead significant changes in business practices, influence policy decisions at the highest levels of the acquisition community.

NH-04:
Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the NH-II or GS-11 level is required to meet the time-in-grade requirements for the NH-III level. One year at the NH-III or GS-13 level is required to meet the time-in-grade requirements for the NH-IV level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

- Ability to gather, analyze, and present complex facts and develop programming and budgetary strategies. Ability to identify problems, develop and implement innovative detailed strategies to resolve a wide range of programming, budgetary, financial and management issues.
- Ability to negotiate resolution of complex budget and financial execution issues. Ability to interpret and apply fiscal policy and financial rules, regulations, and procedures.
- Ability to executive complex projects and/or studies within established time constraints. Ability to communicate effectively orally and in writing.
- Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including field-level representatives. Ability to advise senior leaders, Program Element Monitors and field-level representatives.
